Role and Responsibilities
To support the smooth functioning of the West Darfur programme, by appropriate implementation of finance and HR functions.
Project Overview
A relief response to the needs of approximately 243’000 Internally Displaced Persons in West Darfur state. Activities include Health and WASH projects. Some are in El Geneina town, however most in rural locations.
Medair

Key activity areas
Administration
• Coordinate, support and supervise to ensure that all administrative tasks are executed in a timely manner and according to Medair standards and procedures. • Maintain a filing system for all important documents (e.g.: leases, contractual agreements, etc), and coordinate support to departments with regard to filing and archiving.
Finance
• Coordinate, support and supervise to ensure that all finance tasks are executed in a timely manner and according to Medair and donor standards and procedures. • Ensure accurate and timely submission of monthly accounts. • Ensure accurate and timely payment of monthly salaries / allowances. • Ensure adequate cash-flow by communicating timely and accurate cash-needs to the Khartoum office. • Perform regular checks to ensure financial procedures are adhered to, and supervise cash counts. • Supervise support given to departments to monitor budget and create spending plans.
Staff Management
• Support for line managers, ensuring correct use of relevant Medair, SDN and West Darfur procedures (e.g.: for Job Descriptions, appraisals, holidays, sickness, etc) and proper record keeping. • Involvement in and supervision of recruitment, disciplinary procedures and dismissal of Nationally Recruited Staff (NRS), in consultation with Project Coordinator and line managers. • Support for NRS induction, training and development. • Participate in the development and review of West Darfur NRS procedures, salary calculations and payment methods, ensuring they are in line with Medair and SDN guidelines in collaboration with HR Manager. • Provide appropriate staff induction for both NRS and Internationally Recruited Staff (IRS). • To reflect the vision and values of Medair when interacting with Medair staff. • Managing NRS HR and Finance Officers and domestic staff for office and NRS & IRS houses.
Communication
• Regularly communicate with HR Manager and Finance Manager concerning HR, administrative and financial issues.
Qualifications
• Relevant degree or combination of experience and qualifications • Certificate in business administration and / or office management desirable
Experience / Competencies
• Previous experience in HR and finance • Previous basic accounting experience • Proven management experience desirable • Experienced in drafting letters and office reports • Organised and structured • Willingness to learn basic Arabic
Medair standard working requirements for the field
• Committed to Medair values • At least one year of professional experience in a relevant field (more experience preferred) • Minimum 3 months inter-cultural overseas experience • Willing to commit to Medair for a minimum of one year • Single, or married (without dependent children) • Strong English communication skills (oral and written) • Familiar with Office Word, Excel, PowerPoint and Outlook • Able to live and work with a multicultural team under difficult conditions • Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit • Successful completion of Medair Relief & Rehabilitation Orientation Course (ROC)

Working Conditions
• El Geneina is a remote town in West Darfur, without continuous running water or electricity. There is a mobile network & internet over satellite or mobile network, however these are occasionally cut. Movements, even within town, can be restricted, depending on the level of insecurity. • Living conditions on field trips (which may last several days if security permits, but which are not currently possible) are basic, and communication is only via satphone. Travel for field trips is currently by helicopter.
