Main Responsibilities
Provide operational support of HR, Logistics, Finance and IT, in order to enhance Medair Southern Sudan’s programme activities and contribute to the achievement of objectives.
Project Overview
Support a range of multi-sectoral projects in Southern Sudan with a combined budget of approx 8M USD. Current projects include: Emergency response teams who can respond in all 10 States to: Emergency health care, and water supply as well as NFI distribution; Upper Nile programme includes: primary health care, water & sanitation, HHP and capacity building.

Key Activities
Operational Support Management
• Supporting field project managers in appropriate aspects of logistics, HR, financial management, operations and implementation of projects by having regular email/phone contact and occasional field visits. • Ensuring knowledge of and adherence to all necessary operational systems by all field, Nairobi / Juba staff. • Where appropriate, preparation of policies and guidelines ensuring smooth running of projects and base, in coordination with Country Director (CD) and relevant sectoral advisors. These systems may include: financial and governance procedures; information technology; local staff management; vehicle management.
Financial Management
• Development of budgets, in collaboration with the field and Medair HQ, for base and support costs, ensuring they meet all relevant donor and Medair requirements. • Supervising budget management and expenditure, working with the field, Nairobi, Juba staff and Medair HQ. • Advising Country Director, DCD-Programmes and Field Project Coordinators on financial status of projects. • Oversee Monthly Cash Need Forecast for Sudan projects and support the Financial Manager in monitoring cash flow needs.
Staff Management
• Management of the Juba-based support staff (currently HR Manager, Logistics Manager, and Finance Manager) including appraisal, development & training, general well-being of staff. • Management of field base Project Support Managers (currently, Melut, Manyo and Nairobi), including appraisal, development & training, general well-being of staff. • Management of IT Manager, including appraisal, development & training, general well-being of staff.
Acting Country Director
• Shared responsibility with DCD-Programmes to replace the Country Director during leave, travel etc.
Management of Legal Status and Issues
• Ensuring that all legal requirements are met and maintained, including registration of Medair with relevant authority institutions, as well as liaison with Sudanese government authorities (eg: Ministry of Labour). • Ensure proper management of rental contracts for Juba properties, as well as all insurance contracts. • Advising project managers on (rental) contracts and other legal issues, with exclusion of employment contracts and related issues (responsibility of HR Manager).
Security Management
• Adhere to the security guidelines employed by Medair and assist in their updating, where appropriate. • Assist the Deputy Country Director - Programmes in managing security incidents, as appropriate.
Quality Management
• Promote and use Medair’s standardised processes (as laid out on the e-Library and elsewhere), ensuring that all standardised formats are used and guidelines followed. • Strive to adhere to Sphere standards, MoH guidelines and HAP principles and other relevant good practice as far as possible within operational constraints.
Public Relations
• In consultation with the CD, develop and maintain relationships with authorities, NGO's, embassies and suppliers with the objective of raising public awareness of Medair.
Qualifications
• University degree and or relevant professional experience • Postgraduate degree in the humanitarian sector desirable • Leadership training, with security training desirable
Experience
• 2 years experience in a senior management position, 1 year with Medair desirable • 1 year’s senior field management experience in relief & rehabilitation projects • Advanced project and management skills • Excellent financial management skills (budget design and financial controls) • Good knowledge of donor reporting and financial requirements • Committed to consultative and servant leadership; capacity to give spiritual support • High professional commitment, self motivated, energetic and hard working • Ability and flexibility to understand the cultural and political environment • Capacity to work under pressure and to tight deadlines
Medair standard working requirements for the field
• Committed to Medair values • Reflect the vision and values of Medair when interacting with team members, local staff, beneficiaries and external contacts • At least one year of professional experience in a relevant field • Minimum 3 months inter-cultural overseas experience • Single, or married (without dependent children) • Strong working knowledge of English (oral and written) • Competent with MS Word, Excel, PowerPoint and Outlook • Able to live and work with a multicultural team under difficult conditions • Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit • Successful completion of Medair Relief & Rehabilitation Orientation Course (ROC)

Working Details
• The staff member will be based in Juba, as part of a large team of approximately 15 international staff. Living standards are basic and currently the security situation is good but this can change rapidly.
