Monitoring & Evaluation Officer

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. The mission of WFP is to end global hunger. Every day, WFP works around the globe to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

We are building a Monitoring & Evaluation Officer Talent Pool that will be comprised of highly competent professionals who can play a key role in helping achieve zero hunger. All applicants will go through a comprehensive selection and assessment process to demonstrate their technical and organisational capabilities and the potential to grow and work across different field locations. Successful applicants will remain in the Talent Pool for 12 months, and can be considered for short or long-term international professional employment opportunities at entry and mid-management levels (P2, P3 and P4), in Country Offices, Regional Bureaux and Headquarters.

Strategic Purpose of the Function
This job combines two separate but inter-related functions: monitoring and evaluation (M&E). In WFP M&E involves the collection and analysis of indicator achievement data in relation to outputs, outcomes, processes and cross-cutting concerns such as gender and protection. At the country office level, monitoring is a managerial function encompassing the collection and review of project level information to know how an operation is proceeding and what aspects of it, if any, require adjustment. This job in WFP is also responsible for the conduct of project level ‘Reviews’ and decentralized evaluations, which entail a more in-depth assessment than is expected during on-going monitoring. The key objective of monitoring and project reviews is to provide quality evidence on achievement of results in order to inform operational decision making and quality reporting. Evaluation provides periodic, independent evidence of results and analysis of the factors influencing them in order to improve performance and for accountability.

Job Purpose
·      P2 level: Monitoring & Evaluation Officers at the P2 level are part of a team where senior support is readily available and supervise a small number of junior staff to ensure that activities and project objectives are achieved in full. They support monitoring and evaluation activities within a country of field office, ensuring that WFP programmes generate quality evidence on the outcomes and effects of WFP’s food assistance activities on the lives of beneficiaries with which to inform operational decision making and strategic reorientation. 
·      P3 level: Monitoring & Evaluation Officers at the P3 level are found in an environment where the complexity of food assistance programmes is high (e.g. greater security risks, wider range of programmes, higher levels of partnership working) and are often required to lead and motivate a team. They lead or support monitoring and evaluation activities within a country of field office, ensuring that WFP programmes generate quality evidence on the outcomes and effects of WFP’s food assistance activities on the lives of beneficiaries with which to inform operational decision making and strategic reorientation.
·      P4 level: Monitoring & Evaluation Officers at the P4 level formulate Regional/Country monitoring and evaluation strategies, lead various initiatives and contribute to policy development. They also have oversight responsibilities including monitoring compliance to corporate standards. They coordinate and support WFP staff to generate quality evidence on the outcomes and effects of WFP’s food assistance activities on the lives of beneficiaries with which to inform operational decision making and strategic reorientation and ensure appropriate tools and systems are implemented to demonstrate consistent results to internal and external stakeholders.

Qualification Requirements
Education:
·      Advanced University degree in Sociology, Social Development, Development Economics or Performance Management or other relevant field, or First University degree with two additional years of relevant work experience from the minimum experience requirement stated below.

Experience:
·      P2 level: At least three years of postgraduate progressively responsible professional experience in the relevant field.
·      P3 level: At least five years of postgraduate progressively responsible professional experience in the relevant field.
·      P4 level: At least eight years (of which three international) of postgraduate progressively responsible professional experience in the relevant field.

Functional Capabilities (scope of capabilities will vary by grade level):
·      Strategic Management - Utilizes up-to-date understanding of humanitarian and development actions in different contexts and knowledge of global geo-political issues, monitoring requirements and/or the evaluation mandate to enhance existing approaches, systems and processes to monitoring and/or evaluation that suit WFP’s strategic and operational needs.
·      Performance Management - Leverages knowledge of internal and external best practices and partnerships to develop and implement optimal monitoring and/or evaluation arrangements to improve the quality and credibility of monitoring results or the quality, credibility, independence and utility of WFP’s evaluation processes
·      Qualitative/Quantitative Methodology - Oversees and provides guidance to others in the selection and application of high quality, credible, analytical approaches and qualitative and quantitative methods appropriate to monitoring and review requirements and/or evaluation needs across WFP at different levels.
·      Technical Communication - Able to tailor and synthesize evaluation evidence and engage diverse internal and external stakeholders proactively in appropriate ways to maximize learning and use of evaluation concepts and evidence for improving WFP programme performance.
·      Programme Monitoring and Review - Applies programme lifecycle knowledge to the development of monitoring systems and applies corporate guidance to draft ToR, co-lead Programme Review implementation, and draft initial findings and recommendations on the effectiveness of food assistance activities.

Language:
·      Fluency in oral and written English.
·      Although intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is mandatory for fixed-term posts, for some roles exceptions may be considered on a case-by-case basis.

Desirable Requirements (scope of requirements will vary by grade level):
·      Experience in leading effective monitoring and evaluation processes across multiple countries or at the global level.
·      Experience in developing a high-performing team and managed effective monitoring and evaluation operations at a country level.
·      Experience in defining the strategic direction and objectives of the monitoring and evaluation function at the Headquarters level.
