Project: Strengthening smallholder Producers’ Vegetable Production and Marketing
This is a 3 year ( January 2015-December  2017) project supported by the European Union and HELVETAS Swiss Intercooperation with an overall objective of increasing agricultural production, development and trade in view of economic development and reduction, of rural poverty in Singida Region and at national level through increasing productivity, postharvest management, competitiveness and income in the horticulture subsector, with focus on tomato, onion and green leaf

1.    JOB TITLE: PROJECT MANAGER SINGIDA (1 Position)
Primary Duties and Responsibilities
•    Provide overall PIU leadership, management and technical direction of the programme
•    Project Manager oversees the planning, Implementation, and tracking of project activities which has a beginning, an end and specified deliverables
•    Manage project staff and/or volunteers according to the established policies and practices of the organization
•    Review the quality of the work completed with the project team on a Review the quality of the organization
•    Review the quality of the work completed with the project team on a regular basis to ensure that it meets the project standards
•    Manage all project funds according to established accounting policies and procedures
•    Evaluate the outcomes of the project as established during the planning phase
•    Project design and implementation including project documentation, annual planning and budgeting
•    Networking with relevant potential partners (local government, NGO’s, CBO and other CSOs
•    Community capacity building including support the community in community needs assessments, community development plans, and farmer’s group visits.
•    Community awareness rising, participate in public awareness campaigns and meeting those related to the project
•    Procedure progress reports (quarterly, semi-annual and annual reports), training reports, visits report, quality case studies/access stories and project completions.
•    Facilitation of women groups formation and strengthening through regural visits and technical support
•    Facilitating access of women group to markets and credit
•    Ensuring regular planning and collaboration with other project stakeholders
•    Coordination of field operations including stakeholder’s annual project participatory review
•    Regular monitoring the intervention and report to the country office

Qualification and Experience
•    Master’s Degree in economic Science, social Science, rural Development or related degree
•    Postgraduate in Project Management and agronomy are added advantage
•    Excellent command of English and Swahil language
•    5 year’s experience in managing a project(s) and leading a dynamic team is a must
•    Knowledge on Postharvest activities desirable
•    Knowledge on small scale irrigation and water management
•    Experience on vegetable value chains particulary tomato, onion and green leaf is a must
•    Experience and postgraduate training in monitoring, evaluation and action research
•    Experience and graduate training in monitoring, evaluation and action research
•    5 year’s experience in the donor funded project in the International NGO’s is a must
•    Good knowledge and relation with the public and private sector
•    Excellent skills on computer handling
•    Disposed to travel frequently in rural areas

2.    JOB TITLE: PROJECT OFFICERS (3 POSITIONS) SINGIDA
Primary Duties and Responsibilities for a Project Officer: The project officers (s) will report direct to the Project manager based in Singida. The responsibilities will be as follows:

Develop and strengthen partnerships/relationship
•    Cultivate and strengthen relationships with local government and program-related partners
•    Contribute building strategic and lasting partnership with community farmers groups, donor and private sector partners

Strategy development and implementation
•    Contribute to the design and implementation of the KUWAKI strategy annual operating plans and budgets
•    Contribute to expansion of project to serve an increased number of clients, new target groups and locations
•    Contribute to ensure high quality technical programming
•    Contribute participatory process of program/project design and annual planning among KUWAKI team and partners
•    Contribute foresting an environment of continuous learning and growth through regular reflection and documentation of lesion learned.
•    Networking with relevant potential partners (local government, NGOs, CBOs, and other CSOs

•    Maintain financial control, procedures, and records, according the accountability standards of HELVETAS Swiss Intercooperation government authorized and other partners
•    Contribute ot he provision of timely and accurate financial reports to Country Office
•    Promote effective financial administration within the organization through coaching and cooperation  with the managers and team leaders as appropriate
•    Ensure the cost-effective and transparent use of resources
•    Ensure quality file management through shared drive and protection and back up data
•    Contribute to periodic narrative and financial reports
•    Comply with marketing, branding, communications and reporting standards of the European Union and HELVETAS Swiss Intercooperation.
•    Participate in financial forecasting at the project and organizational level to determine necessary funding and resource requirements
•    Contribute establishing and implementing transparent budget monitoring systems and upholding the highest level of transparency and accountability with donors.

Qualification and Experience
•    University degree on economic science, social science, rural development or related degree
•    Postgraduate in Project Management is an added advantage

•    3 to 5 years’ experience in rural financing schemes, such as Microfinance or VICOBA groups
•    Knowledge on Postharvest activities desirable

3.    JOB TITLE: PROJECT ACCOUNTANT (1 Position) SINGIDA
Job Description
The Project Accountant will report directly to the Project Manager. His or her duties and responsibilities will include
•    Preparation, examination and analyzing accounting records, financial statements and other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards
•    Controlling expenditure according to budget and advises management on major variances
•    Developing, implementing modifying and documentation recordkeeping and accounting systems, making use of current computer technology
•    Making payments after approval from t Project Manager  and Country Finance
•    Managing and reconciling the cash book with bank statements
•    Preparing periodic reports comparing actual vs. budget and comment on variance
•    Assisting the improvement of Risk Management, together with Project’s Accountants, and be responsible of the monitoring of this improvement (also together with Project’s Accountants). This includes defining the function of Financial Monitoring and Capacity Building of the Partners to ensure compliance, And this includes also capacity buildings of Project team
•    Communicating and updating responsibilities, policies and procedures to all project staff
•    Providing advice on matters and visitors
•    Responsible for administrative functions of the delegation office
•    Performs other duties as may be assigned by the supervisor

Qualification and Experience
•    University degree in Finance or Accounting with 3 years’ experience with international organization or private sector not less than 5 years.
•    Postgraduate in Project Management is an added advantage
•    Competent in accounting systems and micro office suite
•    Experience of working with rural communities
•    Experience of reviewing or auditing  partners programme and financial reports
•    Experience of managing risk and solution oriented

4.    JOB TITLE: MARKETING AND FINANCE SPECIALIST - DODOMA
Description of the Project (Grain Post Harvest Loss Prevention project (GPLP), Tanzania) 

HELVETAS Swiss Intercooperation (short: HELVETAS) through SDC supports the project “Grain Postharvest Loss Prevention Project (GPLP) financed by SDC. The overall goal is to reduce postharvest losses in food grains in the Central Corridor of Tanzania and Improving food security and incomes for targeted farming households as well as rural employment through appropriate technology, capacity building and informed policy, through the promotion of better storage methods using metal silos and other improved postharvest storage technologies at household level. The three main outcomes pursued are:(1) Targeted smallholder households have a better capacity to store grains(2) A sustainable metal silo and alternative post-harvest technology market is in place (3) Post harvest policies and framework conditions in Tanzania are improved. The project has an overall expected live span of eight years with a first initial (inception) phase of one year (1.9.2013 – 30.10.2014)

Job description - Summary:
The marketing and finance specialist is responsible to ensure that the farmer and the artisans trained by the project can access to finance through credit schemes. He is responsible for the elaboration and implementation of the marketing and promotion concept to foster adoption of Postharvest practices and technologies. He is supporting the partners and other members of the team where needs arise to reach an optimal coordination and performance in the adoption of postharvest technologies

Objective: To ensure Postharvest technology adoption through facilitating financing access, promotion and marketing linkage for farmers and artisans.

Main duties and Responsibilities
•    Build up a concept of financing of Postharvest technologies for farmers and artisans
•    Organize capacity building of VICOBA groups and Micro finance facilities
•    Facilitate promotion activities and materials for Postharvest management and technology transfer
•    Develop a promotion concept especially for the participation on the public and private fairs in the different intervention zones and present the Postharvest technologies
•    Coordinate with other cluster owner; specially cluster 2 and 3 field activities which cover promotion of  Postharvest practices and technologies
•    Coordinate with communication officer the production and publication of written and other promotion materials
•    Coordinate with all project team and partners the implementation of the marketing and promotion concept of the project
•    Establish and supervise the activities of partners involved in financing, promotional, training and marketing activities
•    Contribute to capacity development of partners in the field of business development
•    Develop a concept of facilitating access on information for farmers and artisans on market price for material supply for Postharvest technologies and grain marketing

Qualification and Experience
•    University Degree on economic science, social, rural development or related degree with preference of finance/microfinance and marketing specialty
•    Postgraduate in finance or marketing desirable
•    Good English and Swahili language capacity
•    5 years experience in marketing and promotion activities with rural organization and products
•    5 year experience in rural financing schemes, such as Microfinance or VICOBA groups
•    Knowledge on Postharvest activities desirable
•    Excellent skills on computer handling
•    Disposed to travel frequently in rural areas, especially in the central corridor in Tanzania

5.    JOB TITLE: DRIVERS (1 SINGIDA AND 1 DSM) 

Primary objective: To support country office and Field office for DSSSM and Singida respectively by providing services, logistics and to contributed to the effective management of organization fleet of vehicles

Key tasks:

•    Provide logistical support for, town and field trips, workshop and other events as may be assigned
•    Responsible for the safety and cleanliness of the vehicle/s
•    Responsible for minor mechanical and repair work of the vehicle’s
•    To ensure that cars are in good condition all the time
•    Maintain Log book and other relevant records
•    Be aware of current road safety regulation
•    Report on expiry and renewal of insurance and road license
•    Any other duties as required

Qualification and Experience
•    Form Four secondary Education preferred
•    Holder of valid driving licence
•    Minimum 3 years driving experience
•    Good knowledge of motor vehicle mechanics preferred
•    Ability to drive 4x4 manual vehicles
•    Possession of Advanced Drivers Course Certificate
•    Willingness to work beyond normal hours
•    Ability to read and write in English and Swahili preferred
•    High level of integrity
•    Familiarity with program working areas
