Programme Officer - Electoral Processes (Social Media)
Main functions of the post:
- To assist the Senior Programme Manager working towards the achievement of the Electoral Processes Programme's objectives within the RBM framework;
- To provide programmatic support to the Electoral Processes Team as a whole.
Context:
The Electoral Processes team is responsible for the implementation of the work of the Electoral Processes Programme of International IDEA. The objectives of this programme are to:
- Provide advisory services and increase awareness among electoral practitioners on a number of specific topics relating to Electoral Processes;
- Study the impact of new technology in electoral processes;
- Build consensus and advocacy for principles or good practice policy recommendations for effective electoral assistance beyond the electoral and development community to the political level;
- Develop resources and tools which will enhance users’ capacities to manage and mitigate election-related conflict and violence;
- Develop resources and tools which will enhance understanding of the role of social media in the electoral processes; analyse impact media and in particular social media on participation with a focus on women and youth;
- Develop resources and tools which will enhance users’ capacities to consider gender-related and diversity issues within the electoral institutions and processes;
- Further develop and use capacity development tools, such as BRIDGE and ACE;
- Systemize and further develop International IDEA's electoral databases; and;
- Actively integrate the inclusion of a gender and diversity perspective in all programming activities.
Duties and Responsibilities:
General, Programme, Managerial and Administrative, as applicable
Under the immediate supervision of the Senior Programme Manager, Electoral Processes, the incumbent will perform the following duties:
- Research and analyse methods to better define and understand the role of media and especially social media in the electoral process;
- Provide comparative knowledge in the field of media and social media to EMBs and other stakeholders in electoral processes;
- Provide programmatic support to the Senior Programme Manager in accordance to the objectives and narrative work plan of the Electoral Processes programme;
- Support collaboration by looking at synergies in areas of work within the Key Impact Areas (KIAs) and externally with partners;
- Provide support towards planning and budgeting towards the Electoral Processes programme;
- Perform communication tasks as assigned;
- Provide support to all EP activities by proposing and conducting relevant research in his/her field of expertise;
- Represent EP at thematic conferences and events and through collaboration with peer organizations as requested by the Senior Programme Manager;
- Collaborate with focal points on social media within the Global Programme, Communications and the regions;
- Collaborate with Democracy Conflicts and Security, Democracy and Diversity and Democracy and Gender advisors ensuring that gender, conflict and security and diversity perspectives are included in all aspects of work performed;
- Actively integrate a gender perspective in all activities;
- Perform such other task assigned by the Senior Programme Manager, EP or any other person designated by him/her.
Qualifications and skills
Level and type of formal education:
- University degree in Law, Political Science, Journalism or a relevant subject.
Professional experience:
- Minimum five (5) years of relevant professional experience in a non-governmental organization, academic institution, state institution or international organization related to electoral processes;
- Direct experience in monitoring or using social media in electoral related projects;
- Excellent knowledge of qualitative research methods, sociological research methods; participatory development processes and producing knowledge resources;
- Mainstreaming gender in projects;
- Good sense of initiative, ability to set priorities and work under pressure with accuracy and dedication;
- Extensive exposure to international and multicultural environments;
- Ability to appreciate diversity and work as part of a team in such an environment;
- Excellent interpersonal skills;
- Ability to work both independently, with minimum supervision and in teams;
Work relationships:
- Close collaboration with the Senior Programme Manager and other members of the EP team to ensure the effective implementation of the programme;
- In accordance with the duties and responsibilities, collaborate with partner organisations and external consultants to ensure high value in creating outputs and meeting objectives;
- Coordinate and collaborate within International IDEA headquarters and its regional offices; and
- Ability to appreciate diversity and work as part of a team in such an environment.
Language skills
- English: Fluent written and oral
- Other: Any other widely spoken language in an International IDEA priority region would also be an asset.
Computer skills:
- Microsoft Office, databases, internet and web search tools.
Terms of Contract:
Two (2) Year Fixed Term Appointment. Salary entry point €56,148
