Description of duties:The Portfolio Manager is expected:
1) To strategically manage a portfolio of Special Initiatives and Cross-cutting projects for performance, impact, and transition:
- Manage an evolving set of innovative projects including but not limited to grants for potential or exploratory market interventions, market entry of medicines and diagnostics, procurement and supply chain management and prequalification of health products for results and sustainable public health impact;
- Provide strategic guidance to lead implementers and intermediary organizations;
- Facilitate project development from proposal stage to grant agreement including implementer compliance with Proposal Review Committee and Secretariat's teams recommendations;
- Facilitate timely completion of grant negotiation and grant agreements as per UTD guidelines;
- Identify potential risks in approved proposals and develop risk mitigation plans;
- Report to management any fraud or misappropriations for immediate actions;
- Analyze and monitor portfolio performance, and provide capacity development support to implementers to comply with UTD requirements including timely submission of all project reports;
- Proactively manage and communicate portfolio performance with internal and external stakeholders;
- In close collaboration with Finance team and M&E, review and analyze disbursement requests for timely transfer of funds to the implementers;
- Ensure that portfolio management is aligned with all relevant business processes and standard operating procedures contained in UNITAID's Quality Management System. Contribute to their continuous improvement;
- Proactively participate in the preparation and revisions of operations work plans, operations policy, and budgets;
- Prepare or assist with all Board and donor related documentation.

- Monitor new products pipeline, manufacturers, and country market situations;
- Lead the development of business plans, procedures and performance standards, and reporting requirements for new initiatives;
- Work closely with the Market Dynamics team and key partners to anticipate potential areas of interventions and potential future partnerships, including co-investment that will add value to the existing portfolio;
- Research and understand regulatory processes and guidelines, competitor activities, and provide advice on what they mean to UTD and existing projects;
- Explore new areas of donors interest such as capital investments;
- Review technical and scientific data to ensure that projects follow the regulatory requirements;
- Provide advice to senior management on matters related to portfolio;
- Promote synergy and harmonization among portfolios within the Secretariat.

REQUIRED QUALIFICATIONSEducation:
EssentialMasters level university degree in programme management, business management, public health, health management, public administration or relevant field.
