UT/UTD UNITAID International drug purchase facility
OBJECTIVES OF THE PROGRAMME :UNITAID's mission is to contribute to the scale-up of access to treatment for HIV/AIDS, malaria and tuberculosis for people in developing countries by leveraging quality drugs and diagnostics price reductions, and accelerating the pace at which they are made available.

Description of duties:The Portfolio Manager is expected:
1) To strategically manage a portfolio of Special Initiatives and Cross-cutting projects for performance, impact, and transition:
- Manage an evolving set of innovative projects including but not limited to grants for potential or exploratory market interventions, market entry of medicines and diagnostics, procurement and supply chain management and prequalification of health products for results and sustainable public health impact;
- Provide strategic guidance to lead implementers and intermediary organizations;
- Facilitate project development from proposal stage to grant agreement including implementer compliance with Proposal Review Committee and Secretariat's teams recommendations;
- Facilitate timely completion of grant negotiation and grant agreements as per UTD guidelines;
- Identify potential risks in approved proposals and develop risk mitigation plans;
- Report to management any fraud or misappropriations for immediate actions;
- Analyze and monitor portfolio performance, and provide capacity development support to implementers to comply with UTD requirements including timely submission of all project reports;
- Proactively manage and communicate portfolio performance with internal and external stakeholders;
- In close collaboration with Finance team and M&E, review and analyze disbursement requests for timely transfer of funds to the implementers;
- Ensure that portfolio management is aligned with all relevant business processes and standard operating procedures contained in UNITAID's Quality Management System. Contribute to their continuous improvement;
- Proactively participate in the preparation and revisions of operations work plans, operations policy, and budgets;
- Prepare or assist with all Board and donor related documentation.
2) To support new initiatives as per the UNITAID Strategy:
- In partnership with Market Dynamics team, monitor strategic developments and trends within the global diagnostics and new products landscape;
- Monitor new products pipeline, manufacturers, and country market situations;
- Lead the development of business plans, procedures and performance standards, and reporting requirements for new initiatives;
- Work closely with the Market Dynamics team and key partners to anticipate potential areas of interventions and potential future partnerships, including co-investment that will add value to the existing portfolio;
- Research and understand regulatory processes and guidelines, competitor activities, and provide advice on what they mean to UTD and existing projects;
- Explore new areas of donors interest such as capital investments;
- Review technical and scientific data to ensure that projects follow the regulatory requirements;
- Provide advice to senior management on matters related to portfolio;
- Promote synergy and harmonization among portfolios within the Secretariat.
3) To build and maintain global, regional, and country-level partnerships:
- Build and maintain strategic relationship with key partners such as The Global Fund, PEPFAR, Gates Foundation, bilateral donors, UN agencies, financing organizations, and World Bank to support effective implementation of existing UNITAID projects and new projects;
- Develop partnerships with countries, international and national organizations, advocacy groups, multi-lateral financing mechanisms, and UN agencies in the context of UTD strategy;
- Oversee various types of analytical and transitioning activities related to sustainability of market interventions;
- Represent UNITAID in external fora for better programming and outcomes as well as closer coordination/cooperation with other institutions.
4) To supervise a well performing team and build capacity:
- Supervise and coach staff in the team (technical specialists and short term staff);
- Hire and supervise consultants and interns;
- Provide guidance to Operations team members on areas of expertise in new product development and regulation.
5) To contribute to UTD's strategy and policy development:
- Contribute to reviews and updates of UTD's strategy and its implementation plan;
- Contribute to other UNITAID initiatives including quality management processes and guidelines.
6) Perform other duties as required and with explicit and prior approval of Supervisor.

REQUIRED QUALIFICATIONSEducation:
Essential
Masters level university degree in programme management, business management, public health, health management, public administration or relevant field.
DesirableGood understanding of international relations or political science and financing mechanisms. Product development and/or marketing experience.

Skills:Strong grant portfolio and project management skills, including management of processes, budgets and performance/accountability frameworks. Country situation analytical skills. Strong partnership building and team working skills. Demonstrated negotiating and diplomatic skills, strong interpersonal skills and proven ability to develop effective and ethical work practices. Track record in the development and implementation of strategies and policies. Ability to work in a dynamic environment and to produce results under pressure. Significant analytical and problem solving skills; Ability to work in global and international environment. Computer literacy as related to budgetary and financial management. Excellent skills for quantitative analysis. Excellent communication, writing and presentation skills.

Experience:Essential
At least ten years of progressive experience in programme management of which at least five years were in international organizations and five years in the implementation management of health products development and/or regulatory affairs. Good understanding and experience with monitoring and evaluation frameworks. Substantial experience in international public health including knowledge of regulatory bodies. Proven experience and expertise in working collaboratively with international agencies to deliver results.
DesirableExperience in international financing organizations, the UN system, and international non-governmental organizations.

Languages:Expert knowledge of English required. Intermediate knowledge of French would be an asset.

Annual salary: (Net of tax)USD 80'629 at single rate
USD 86'791 with primary dependants

Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
