HJF is seeking a Malaria Program Director to support The US Military HIV Research program (MHRP) located in Dar es Salaam Tanzania. This program is in collaberation with The Walter Reed Army Institute of Research (WRAIR) and has established a growing malaria program in the United Republic of Tanzania through funding from the U.S. President’s Malaria Initiative (PMI) and the United States Army Medical Research and Materiel Command (USAMRMC). The Walter Reed Program-Tanzania (WRP-T) malaria activities are based in Dar es Salaam and have two primary missions and corresponding program branches.
The incumbent shall be responsible for supervising and directing programmatic, scientific, and administrative aspects of the malaria efforts of the Walter Reed Program – Tanzania (WRP-T) based out of Dar es Salaam. S/he will act under the supervision of the malaria PMI and research leads based at WRAIR and the Director for Global Health Programs for the WRP-T based in Mbeya. The incumbent will also be responsible for coordinating and reporting activities to the WRAIR Tanzania Country Director based at the US Embassy. The incumbent will be located in Dar es Salaam and will be responsible for leveraging all WRP-T and WRAIR associated program activities and expertise with other US government, international and host government agencies as it relates to the need/goals of malaria diagnostic scale-up and improvement activities supported in Tanzania by PMI and other USG agencies and the malaria program research activities as defined by the WRAIR Malaria Research lead. The incumbent will also assist in working with laboratory development under PEPFAR with United States Military HIV Research Program (MHRP) research conducted in Tanzania. The incumbent will ensure that WRP-T malaria diagnostic and field development activities are planned and executed with quality, accountability, and measurable impact. S/he represents the WRP with other USG agencies, donors, partners, and Tanzanian government authorities. In this capacity the incumbent will integrate WRP team members, MHRP network sites, WRP-T partners, and other collaborators into a cohesive team to meet mission objectives.
Responsibilities
- PMI Activities: The development of quality malaria diagnostic clinical laboratory services and capabilities in participating partner facilities consistent with the principles of PMI, and
- Research Activities: The development of field sites for future malaria prophylaxis studies and implementation of any corresponding clinical research activities to be carried out by WRAIR and collaborating organizations leading to the implementation of therapeutic clinical trials.
Required Knowledge, Skills, and Abilities: Knowledge and experience regarding clinical laboratory science, quality management systems and ISO 15189 and WHO standards for accreditation. Laboratory management and clinical research management experience and training in international settings to include some program monitoring and evaluation experience. Knowledge of applicable complex technology; an ability to communicate effectively to include excellent verbal, written and interpersonal skills; ability to troubleshoot technical procedures; ability to work independently and supervise others
Minimum Education/Training Requirements: Masters degree in related scientific or laboratory science discipline with experience. Doctorate in clinical medical field or PhD is preferred.
Minimum Experience: 6-10 years of international work in clinical research or similar field. Some experience with malaria laboratory activities is desired.
Physical Capabilities: Incumbent will be expected to relocate to Dar es Salaam, Tanzania and travel to research/field locations participating in the WRP.
Supervisory Responsibilities/Controls: Incumbent will work under the supervision of the HJF Director for Global Health Programs for WRP-T based in Mbeya who will be working in conjunction with the Tanzania WRAIR Country Director, the senior USG DoD personnel in country. This incumbent will also report to and work under the guidance of the WRAIR PMI Lead and WRAIR Malaria Research Lead in regards PMI and Malaria Research activities respectively.
Work Environment: office/field environment; may require working evenings and weekends; may involve working with biohazardous materials
