Procurement Officer will assist in the design, development, implementation, management, and monitoring of procurement systems and processes at the Jhpiego-Tanzania Country Office. This includes assisting with development of a tracking system, incorporation of procurement plans in annual work plans and budgets, reporting, liaising with local procurement partners such as SCMS and MSD, and overseeing procurement office staff.
Responsibilities:
- Provide overall guidance and leadership in the procurement department, including helping design, overhaul and streamline systems
- Assist staff with anticipating and accounting for procurement needs during development of work plans, reporting and monitoring and evaluation.
- Work collaboratively with staff to ensure that resources for effective and timely program implementation are available
- Assist in the development of SOPs and guidelines
- Be responsible for tracking progress in reaching procurement-related project goals/objectives and deliverables
- Identify procurement best practices from other large Jhpiego country programs and adapt as necessary for the Tanzania office
- Help research, write and compile procurement-related information and statistics for use by internal Jhpiego offices
- Provide input on proposals when procurement will be a significant factor in implementation
- Travel as appropriate to program sites to assist in program logistics and equipment and supply coordination
- Help ensure timely, accurate and appropriate reporting of procurement activities and results to the donor, Jhpiego HQ and Ministry of Health and Social Welfare as necessary
- Assist with other programmatic and administrative duties as required
- Assist in preparation of monthly, quarterly and annual work plans and budgets
Required Qualifications:
- Advanced degree in public health or related field
- 5+ years' experience in international health program management
- Strong management and technical skills, specifically with maternal, newborn and child health in developing countries
- Knowledge of international and USG donor agency rules and regulations as they pertain to procurement
- Demonstrated skills in the procurement/logistics side of program implementation
- Ability to interact with established networks of senior level international health professionals, donors, universities and other partners
- Team player with good perspective of field programs
- Ability to manage several major activities simultaneously
- Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
- Strong change management, results oriented and decision making skills
- Excellent presentation skills and verbal and written communications skills
- Excellent skills in facilitation, team building and coordination
- Aware of and sensitive to working in multiple socio-economic settings and with multi-cultural groups in a developing country environment
- Appreciation for socio-cultural differences in countries, preferably having lived and worked in one or more low resource settings
