Summary
Applications are hereby invited from suitably qualified candidates to fill the above post in the Basic Education and Gender Equality Programme in the UNICEF Eastern & Southern Africa Regional Office (ESARO).
Background
Under the supervision of the Regional Education Adviser, the incumbent will be accountable for providing technical support to ESARO and the Country Offices for the formulation, design, planning, implementing, monitoring and evaluation of ECD policy and programming to enhance accomplishment of goals and objectives. He/she will collaborate across the programme areas in ESARO to ensure a coherent approach to ECD. In addition, the incumbent will help support the coordination/management of the proposed multi-country UNICEF/Conrad Hilton Foundation Project (CNHF) in ESARO, Zambia, Tanzania and Kenya, including provision of technical support to the baseline and impact study on ECD and HIV interventions in Kenya, Tanzania and Zambia.
Responsibilities
• Timely sectoral analysis, including support to the ECD component of Situation Analyses and periodic update of progress on ECD in the region.
• Knowledge management effectively promoted through, disseminating the IECD Regional Support Strategy sharing of lessons learned, publication of documentation on effective ECD approaches that target poor and marginalised children; development of the BEGE website to include ECD documentation and data; up-dating of ECD country profiles; establishing a data base on ECD service providers.
• Rights-based, equity focused ECD policies and programmes effectively promoted, and coherence, synergy and value added to programme design and management processes through technical assistance and quality assurance, ensuring linkages between health, education, child protection, emergency responses and HIV/AIDS in ECD strategies.
• ECD Programme design, delivery, evaluation and reporting carried out efficiently, rigorously and transparently in compliance with the established guidelines and procedures.
• UNICEF’s global goals effectively promoted through advocacy and policy dialogue in support of ECD.
• Provision of support to capacity development in ECD through regional workshops and networks and development of Early Learning Development Standards.
• Effective communication and networking achieved through enhanced partnerships.
• Effective management of the UNICEF/Conrad Hilton Foundation Project in ESAR, including programme design, M&E and reporting.
Requirements
Education: Advanced university degree in one or more of the disciplines relevant to the following areas: Early Childhood Development and Education.
Some demonstrative capacity to identify and monitor inequalities in terms of ECD access, including from gender and other perspectives.
Experience: Eight years of progressively professional work experience at national and international levels in fields relevant to ECD programming. Experience working in the UN or other international development organization an asset.
Language: Fluency in English and preferably a second UN language.
