The role 

The Indonesia Infrastructure Initiative (IndII) is funded by the Government of Australia through the Australian Agency for International Development (AusAID). IndII was established in 2008 and (the second phase) will operate until June 2015. IndII works across a range of infrastructure sectors, including transportation, water and sanitation, as well as in infrastructure finance and governance.
SMEC is looking for applicants an anticipated two-year assignment (though to June 2015) as Deputy Facility Director based in Jakarta. The Deputy Facility Director will report directly to the Facility Director (FD) and will perform the following duties:
▪  Assist the FD with overall technical and strategic leadership of the IndII Facility, and in ensuring the highest standard of output from the IndII technical program staff.
▪  Oversee and manage the development of all activity design documents, including quality control on technical issues, coverage of cross-cutting themes, contract compliance, budgeting etc.
▪  Lead and provide day-to-day management of the IndII cross cutting team covering monitoring and evaluation, communications, research and data analysis, gender, risk and environmental management.
▪  Oversee the management of IndII's finance and administrative systems
▪  Liaise with AusAID on a range of matters including activity development, activity designs and grant approvals, all program reporting, cross-cutting programs, contract management, amongst others.
▪  Represent IndII at various meetings with GOI, donors and other stakeholders, as required.
Key attributes should include:
▪  Demonstrated experience in the design, development and management of aid activities, preferably in Indonesia.
▪  Some technical background in infrastructure; either at the sectoral level (e.g. water, sanitation, transport) and/or infrastructure policy/institutional reform and/or infrastructure finance/economics.
▪  Demonstrated experience in the design and implementation of financial management, contracting, reporting and monitoring and evaluation systems.
▪  Post-graduate qualification in a relevant field, preferably infrastructure related.
▪  Experience with AusAID processes and procedures.
