INTERPOL is now looking for one qualified candidate as Criminal Intelligence Officer with special responsibility for access blocking. Appendum: Conditions of secondment Job Title: Criminal Intelligence Officer with special responsibility for access blocking Reporting To: Coordinator Crimes against Children Location: General Secretariat, Lyon, France* Duration: Three-year secondment Grade: 5 Deadline for applications: Open until the position is filled Under the supervision of the Coordinator Crimes against Children, the incumbent will provide an up-to-date list of domains/files containing child sexual abuse material, have specialized knowledge of and support investigations into online child sexual exploitation. The Criminal Intelligence Officer with special responsibility for access blocking maintains working relationships with all staff members of the General Secretariat as well as the heads/staff members of National Central Bureaus (NCBs), INTERPOL’s Regional Bureaus (RBs), law enforcement agencies, international organizations, visitors and media officials outside the Organization. Primary Duties Under the supervision of the Coordinator Crimes against Children, the incumbent performs the following duties: Support and implement resolution AG-2009-05: Combating sexual exploitation of children on the Internet using all available technical solutions, including access blocking by INTERPOL member countries. Being the contact point for Internet Service Providers, politicians, press, other interested parties, international law enforcement agencies and complaints. Investigations into and seizure of child sexual abusive websites and cooperation with member countries for co-evaluation, compiling, dissemination, updates and backup of seized material and lists. Author and update documentation on INTERPOL official website and restricted website. Author and update MOUs and agreements. Present and promote the preventive work of INTERPOL in various forms. Liaise between preventive work on the Internet and the ICSE database on unknown material suitable for further investigation. Uploads and searches in ICSE combined with basic victim identification work. Participate in the testing and implementation of new or modified hard/software suitable for use in this specialized crime area. Identify, establish, and maintain contact with experts in the field. Organize and participate in training programs, expert group meetings and conferences. Monitor and analyze information related to the specific area of activity. Pursue strategic partnerships with appropriate third organizations and institutions. Serve periodically as permanence officer at the General Secretariat. Carry out all other duties as may be directed by the Assistant Director or the Director. Requirements Special aptitudes Specialized knowledge of child sexual exploitation. Ability to work in an international environment as a member of a team; Ability to draft high quality documents, including visual presentations; Ability to think/plan operationally and strategically and transform initiatives into new working practices; Ability to independently analyze complex/large volume of material; International police cooperation experience. The job involves public speaking and interpersonal skills that require high availability with respect to others, tact, reserve, and an ability to work in an international environment. The position also requires adaptability, capability to work under pressure and a large discretion on the part of the holder. Languages Fluency in English is required. Knowledge of one of the Organization’s official languages (French, Arabic, or Spanish) is desirable. Specific Skills Specialized knowledge of child sexual exploitation. High level of computer literacy. Field experience in criminal and/or online investigations in child exploitation cases. Working Conditions Remuneration: INTERPOL does not pay salary to seconded officials. Depending on the nationality of official, an expatriation allowance may be paid for a maximum period of six years. The incumbent will be occasionally required to work irregular hours or overtime based upon workload. This post requires occasional travel on missions, sometimes of a long duration and at a short notice. * The Organization plans to establish a Global Complex in Singapore at the end of 2013. Although no decisions have been made at this time as to which posts will be transferred to Singapore, acceptance of the post implies acceptance of a transfer to Singapore.
