The Criminal Intelligence Officer – ICSE Child Abuse Material Analyst will work under supervision to keep the International Child Sexual exploitation database (ICSE) updated, to perform image analysis and to provide member countries support in the use of the database. The Criminal Intelligence Officer – ICSE Child Abuse Material Analyst will also be expected to train investigators and others from member countries on the use of the database. The Database Analyst will also be requested to represent INTERPOL in different conferences, training courses etc, and to give presentations on Crimes against Children generally but especially on Internet Crimes against Children. Primary Duties Under the supervision of the Coordinator Crimes against Children, the incumbent performs the following duties: To have a very strong understanding of Internet facilitated crimes against children pertaining to Child Abuse Material (CAM) a.k.a. child pornography. Be in a position to receive, sort, and file material of this nature in digital format and have a strong understanding of digital file management. To assist specialized officers in the different member states to access, gather, and file CAM. The candidate should have experience of how sex offenders use the internet to posses and share CAM and be in a position to gather new material online. A firm understanding of software such as Groove/SharePoint and Encryption, and the underlying technology of the Internet is essential. Websites, IRC, Freenet, Usenet, IM, Chat are all online services that the candidate should be familiar with. The candidate will be expected to engage in the analysis of CAM to assist the identifying of the victims featured. This will require knowledge of file manipulation including the use of software for improving or better viewing the content of files. Knowledge of image manipulation software such as Photoshop/GIMP, movie viewing software and EXIF readers will be an advantage. Conduct queries in the Image Databases using all the tools available. The candidate should be able to give feedback to requesting member states on Database queries and to deliver to requesting entities the results image analysis in printed, digital, or oral form. The candidate will be expected to compile, deliver, and teach on training courses worldwide in Child Exploitation generally but on the ICSE database and image analysis specifically. These training courses will follow standards and procedures set down to a high standard. The candidate will have to ensure that persons trained on the use of the ICSE database are competent to use it fully and that material uploaded is of a quality consummate with the purposes of the database. Assisting with presentation of INTERPOL’s capacities in the area of fighting Child Sexual Exploitation at conferences, seminars, etc. as well as administration of and receiving visits, deemed appropriate by the incumbent’s superior. He/she shall develop and maintain contact networks, both within the INTERPOL structure and with external organizations in their capacities as partners, sources of information, or clients.
Requirements
Experience The candidate should have previous work in a law enforcement organization, or experience as a researcher/analyst in another organization dealing with crime-related issues, intelligence analysis or contemporary international security threats required. Previous experience in the handling of CAM would be desirable. Experience of working or studying in an international environment would be desirable. Experience in providing and or co-ordinating training would be an asset
Education University degree (Masters/Bachelors degree preferably in Law, Political & Social Sciences, Business Administration, International Relations). Police training will be desirable.
Languages Computer knowledge Strong computer skills required. Proficiency in standard office word-processing, spreadsheet, database and presentation software required. Experience in using link- and flowcharting tools and/or statistical/GIS analysis software would be an asset. Proficiency in web-publishing tools and/or the ability to conceptualize and design databases according to project needs would also be considered as assets. A strong understanding of computer file management would be essential. Ability to exploit the Internet and other electronic sources for the collection of open source information relevant to analysis would be considered an asset.
Working Conditions Remuneration: INTERPOL does not pay salary to seconded officials. Depending on the nationality of official, an expatriation allowance may be paid for a maximum period of six years. The incumbent will be occasionally required to work irregular hours or overtime based upon workload. This post requires occasional travel on missions, sometimes of a long duration and at a short notice.
* The Organization plans to establish a Global Complex in Singapore at the end of 2013. Although no decisions have been made at this time as to which posts will be transferred to Singapore, acceptance of the post implies acceptance of a transfer to Singapore.
