Background:
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian network, reaching 150 million people each year through its 187 member National Societies. The Organisation acts before, during and after disasters and health emergences in order to meet the needs and improve the lives of vulnerable people. Purpose of position:
To ensure the agreed terms and conditions of the Memorandum of Understanding (MoU) amongst International Federation of Red Cross and red Crescent Societies (IFRC), Haitian Red Cross Society (HRCS), and Direction Nationale de l'Eau Potable et de l'Assainissement (DINEPA) are fully respected and implemented through a Plan of Action. The Plan of Action for implementation of this MoU includes provision of operational, technical, material, and financial supports of the IFRC and HRCS to DINEPA. This support is to further strengthen capabilities of the DINEPA as the national regulator and controller of drinking water and sanitation sector in Haiti. The development of these capabilities will be through establishment of water supply solutions as part of a public-private partnership, promoting alternative sources of water in compliance with national water policy and IFRC/HRCS mandate. During the course of this project, and in collaboration with the DINEPA designated counterpart, the IFRC Water and Sanitation Delegate will ensure that the balance between the Water and Sanitation needs of earthquake affected populations supported by the International Red Cross and Red Crescent Societies and the resources made available by the Plan of Action for this project is maintained.
Description of Key Duties and Responsibilities:
The incumbent will be involved in supporting the DINEPA in the development of an effective and efficient "Decentralized Service Unit" for delivery of water services through accomplishment of the following tasks
Identification of staffing and equipment needs for the establishment of the Decentralized Service Unit
Training of a project manager that will be acting as the main counter-part of the delegate
Training of a logistician and fleet manager for management of heavy fleet and equipment in collaboration with IFRC Logistics and Fleet Departments and HRCS
Training of drivers and operators of heavy fleet and equipment in collaboration with IFRC Logistics and Fleet Department and HRCS
Support to training of DINEPA's field emergency repair crews
Support to planning of DINEPA's emergency responses
Planning and management of the movement of tanker trucks and water quality and quantity control from source to end user
Planning and development of interventions for the rehabilitation or construction and management of water kiosks in coordination with the ETC and DINEPA RMPP according to the Plan of Action and budget
Identifying the most appropriate treatment process for drinking water at the kiosks level by prioritizing access to chlorinated water
Identifying the mode of management and operation of the water kiosks with DINEPA
Support to the management and analysis of the information necessary to plan and carry out services related to water production, treatment, distribution, and consumption
Ensure financial accountability of the project according to the Federation's financial policies established for implementation of this project
Work as a team member and share views and plans with other Watsan and Health Delegates, Senior Management, Programme
Coordination, Organisational Development, and Disaster Manage-ment Delegates in the country or region.
Respect and follow the key Federation technical documents (WatSan policy, Strategy 2020, Health policies, GWSI, MDGs, SPHERE, PHAST etc.,) and contribute where appropriate to the Global Federation WatSan/Health agenda.
Co-ordinate activities with other Participating National Society and Bilateral Delegates.
Position Requirements
Education:
Basic Delegates Training Course or equivalent knowledge
Degree or diploma in Water/Sanitation or Civil engineering
Further qualifications in Water/Sanitation or civil engineering (PREFERRED)
Experience:
Minimum 5 years WatSan experience in a less developed country and/or minimum 5 years working WatSan experience in a developed country
Experience on working for a humanitarian organisation and/or the Red Cross/Red Crescent Movement
Experience on working in both emergency and developmental contexts and engaging effectively with National authorities, International organizations, and NGO's
Experience on project planning & budgeting, supervision and management to include monitoring and evaluation
Experience on producing narrative & financial reports
Experience on payroll administration, general administration and organization development.
Experience on water billing and water metering policies in urban area
Knowledge and Skills:
Strong understanding of organisational systems operations and development;
Extensive experience in training, especially in multi-cultural settings;
Knowledge of adult learning styles and microfinance best practices;
Ability to work comfortably with senior officials, consultants and experts;
Sensitivity to specific cultural and institutional conditions at each stakeholder which will require a combination of tactical resolves to maximize effective impact;
Self-supporting in computers (Windows, spreadsheets, word-processing)
Languages:
Fluent written and spoken English
Fluent written and spoken French
