Job Summary
The Youth Affairs Division (YAD) is going through a period of reform and restructuring to improve efficiency, effectiveness and to establish the optimal structure to deliver on the new 4-year strategic plan.
The Operations Officer will report and work closely with the Director of YAD to:
- Conduct financial and operational feasibility analyses of various reforms and restructuring options, including staff reorganisation and redeployment, and relocation of Regional Centres.
- Develop proposals regarding considered and recommended options, draft transition plans, and develop and document operational processes.
- Coordinate and document YAD operational / work plans, indicators and measurement strategies, to ensure effective implementation of the 4-year strategic plan.
The Operations Officer will be expected to work closely with the YAD team, including the Regional Centres, HR, Finance and other divisions as necessary. When required, the Operations Officer will also assist the Director in planning, budgeting, and effective co-ordination of YAD administrative activities.
Qualifications and Work Experience
- A degree in a relevant discipline: business, administration, law, social science or the humanities, economics, development studies.
- 2+ years’ management or project management experience. Experience in an international context or with professionals engaged in international development work highly desirable.
- Experience in consultation, information gathering and analysis, especially financial and process analysis.
- Proposal and report writing.

Young people form more than 60 per cent of the Commonwealth's population. Their wellbeing and development are essential to the success of the Commonwealth and member states. The Youth Affairs Division (YAD) of the Commonwealth Secretariat, was established in 1973 and is known internationally as the Commonwealth Youth Programme (CYP). It assists member governments in the development and implementation of policy and programmes for the empowerment of their young people aged 15–29. YAD operates from a pan-Commonwealth international office at the Secretariat’s headquarters in London and four regional CYP Centres in Africa (Zambia), Asia (India), the Caribbean (Guyana) and the Pacific (Solomon Islands).
The work of YAD is anchored in the belief that empowered young people are assets to their societies. YAD focuses on areas of major political, economic and social importance to young people, based on mandates received from Commonwealth Heads of Government Meetings (CHOGM) and Commonwealth Youth Ministers’ Meetings (CYMMs). The Commonwealth Plan of Action for Youth Empowerment (PAYE), developed by YAD in partnership with youth development stakeholders, provides guidance to member governments and other development organisations to create an optimum enabling environment for young people to participate as equal partners in development and democracy.
