JOB CONTEXT: Sudan was the theatre of a violent civil war between the South (Christian) and the North (Muslim) which lasted for about 50 years, and completely destroyed the South’s infrastructures. In 2005, a Comprehensive Peace Agreement (CPA) was signed by both sides. The result was the creation of a federal government for the whole Sudan, which divided the country in 2 different authorities, one overseeing the north and the other one the south. In 2011, a referendum took place to decide on the independence of Southern Sudan who voted massively for the Independence. Relations are still tense between the two sides, with frequent disputes over borders and oil revenues. In addition to this, the on-going conflict in Darfur and the inter-tribal disputes in the South contribute to further complicate the context.
Most of Southern Sudan is still underdeveloped, with the main infrastructures slowly being reconstructed. A large part of the population was displaced during the conflict has now come back to their former homes although many chose to stay in the overcrowded urban centres in mushrooming informal settlements.Since 2006, the context in South Sudan has progressively and slowly evolved towards post-emergency and medium development.
Handicap International is working in South Sudan since 2006 and use to implement Access to BasicRehabilitation services in Bor County, Jonglei State.
With the award of a new four-year Victim Assistance Project in Yei County, Central Equatoria, Handicap International will therefore expand its activities in a new County of Central Equatoria. This project will start in September 2012 for four years. This project aims to aims to support the national Authorities in the implementation of the South Sudan National Mine Action Strategic Plan 2012-2016 and to increase the access to mainstream and specialized services at individual and community levels.
JOB DESCRIPTION: Under the direct supervision of the Country Director, who is based in Juba, as project Manager of the Victim Assistance project, you will manage 5 persons: 1 Rehabilitation trainer, 1 Project officer, 1 Community Educator (national staff), 1 Community rehabilitation worker, 1 finance/admin/log officer in collaboration with the Administrator in Juba.
You will: manage the good implementation of the VA Project in Yei on a result-based approach manage HR functions and line manage project staff; ensure effective cooperation, coordination and representation of the project with local local stakeholders; ensure the technical quality of the project and the capitalization of experiences; represent HI in the project with regard to the partner and other local stakeholders, including government authorities; attend some key cluster meetings collaborate on proposals writing
CANDIDATE PROFILE: You have a master on social sciences, rehabilitation or similar You have a minimum experience of 2 years in project Management with experience in difficult area You are experienced in Rehabilitation, Social Inclusion, Livelihood…. You are dynamic, flexible, diplomatic and have capacity to work in hardship area.
An experience in Disability would be an asset
REQUIRED LANGUAGE SKILLS: Fluent in written and spoken English
JOB ENVIRONMENT: The Republic of South Sudan became independent on the 9th of July 2011. The security situation in the country remains tense and volatile. There are conflicts at the border and militia clashes. The situation in Yei has been relatively stable this past year.
The base in Yei is accessible by plane through WFP-run services, commercial flights and by road. The rainy season goes from May/June to September/October and might impact the road access.
HI will share the compound with another Mine Action stakeholder called MAG. Two offices rooms are available as office, one tukul and one tent are available for accommodation. The compound has electricy, water, internet and there is a network coverage on the base. A cook and a cleaner are working 5 days a week. The compound is physically accessible. Yei has some facilities and a social Life with other international organizations is available, altough quite limited.
You will be based in Yei but will spend approximately one week per month in Juba for coordination/ donors/stakeholders meetings.
Because of the context and security, this is an unaccompanied position.
EMPLOYMENT CONDITIONS:
Salary: salary bracket: 2050-2350 € gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance

Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance
