PSI seeks an experienced Chief of Party to plan and coordinate all the expansion of its HIV and AIDS program in Zambia. The Chief of Party will work with local and national stakeholders to identify gaps in existing programs and develop innovative and sustainable solutions for HIV and AIDS prevention and care services. A focus area of the program will be mobilizing demand for prevention services among key populations such as drug users, sex workers, men who have sex with men and prisoners. The program will support the decentralization of the HIV response with a focus on supporting the community-based organizations.
The Chief of Party should have significant leadership, management and international development experience; a demonstrated track record in successfully managing government relations; a commitment to capacity building; a strong interest in private sector approaches to development; and experience successfully implementing international health programs centered around social marketing and behavior change communications. This position will be based in Lusaka, Zambia. The Chief of Party will report to PSI’s Country Director in Zambia. *Note that this position is contingent upon funding.
RESPONSIBILITIES: • Establish and maintain a productive relationship with key stakeholders, including donors, government officials and entities, NGOs and community groups. • Enable a “team oriented” environment whereby project and headquarters staff to collaborate to ensure the achievement of the project’s goals and objectives • Ensure quality program implementation consistent with Zambia national health guidelines • Facilitate senior level policy and dialogue with the Ministries of Health, other donors and regional institutions and partners. • Provide technical assistance to the government and partners to improve the quality of prevention programming with an emphasis on MARPs. • Ensure the effective use and coordination of resources and the compliance of the financial systems and controls with PSI and donor standards. • Lead internal and external program planning and reporting including annual work planning with sub award partners. • Provide effective guidance and support to technical members of the in country management teams and staff assigned to the project. • Ensure sound financial management including programmatic budgeting, spending projections and monitoring of payments. • Ensure high-quality periodic reporting in line with PSI and donor requirements (Quarterly and Annual Status reports, quarterly financial reports etc…) • Perform any other responsibilities as requested by the Country Director.
QUALIFICATIONS:
• Advanced degree in public health or related fields • 7+ years of mid to senior level experience designing, implementing or managing large, complex, community-level HIV/AIDS and MARPs projects • Demonstrated experience managing the implementation of health system strengthening projects in developing countries, with emphasis on financial system strengthening, NGO capacity building and community mobilization • Demonstrated expertise working in a leadership capacity with international donors, senior government officials and policy makers • Proven track record managing a project team composed of several technical experts, program, finance, and administrative staff for at least two years • Knowledge of the socioeconomic, institutional and policy issues related to HIV prevention among key populations (drug users, sex workers, etc) • Experience with advocacy and institutional development within government and non governmental channels. • Excellent interpersonal and communication skills • Excellent management skills • Fluency in English is required for this position
