We are seeking a new Programme Manager with the responsibility to establish and operate DCA's Mine Action Programme in DR Congo. The Programme Manager will be responsible for the overall programme implementation as well as for the command and control of the operational units.
DCA’s Mine Action Programme in DR Congo was initiated in 2004 and is working to promote conditions for safe and sustainable livelihoods for displaced and war affected communities in eastern DR Congo. The Programme has been based mainly in the Katanga Province, but operations will now move to South Kivu.
DCA will be working with an initial set-up of two roving Multi Task Teams (MTT) with the capacity to carry out EOD spot tasks, Risk Education and Survey.
The Programme Manager is responsible for the overall implementation and management of the programme and shall assume leadership and responsibility for all activities, including management of personnel, operations, resource mobilisation, and the overall finance, administrative and logistic responsibility. Tasks should be delegated to the respective international and national managers, who will then report on progress and challenges to the Programme Manager. The Programme Manager is responsible to ensure that the different units of the programme coordinate their work, and regular management meetings are expected.
The posting is a non-family duty station and you will be based at DCA’s Bukavu office.

We expect that you have: • Proven experience in results based management and leadership • Minimum 5 years international experience in Mine Action, including operational planning and management • EOD Level 3 as a minimum • Excellent oral and written communication skills in both English and French • The ability to lead and motivate staff in a hardship environment • Cultural sensitivity and the ability to build relations both within and outside DCA • Entrepreneurial drive and commitment to getting the job done • Previous Mine Action experience in Africa is an advantage
