Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 160 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries. The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; and three Technical Divisions, (i) Division of Concepts and Planning, (ii) Division of Information Management, and (iii) Division of Technical and Scientific Services, as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services. The Office of Analytical Services (SGAS) is responsible for the analysis of nuclear material and environmental swipe samples, as well as the coordination of logistics and the Network of Analytical Laboratories (NWAL). Located about 45 km south of Vienna in Seibersdorf, the office is organized into three sections: The Nuclear Material Laboratory including the On-Site Laboratory (OSL) in Japan, the Environmental Sample Laboratory and the Coordination and Support Section. Within the Coordination and Support Section, the Analytical Services Team is responsible for sample logistics (coordinating collection and distribution of samples from facilities to the NWAL), management of NWAL including qualification, performance monitoring, assignment of laboratories, budgetary requirements and evaluation of analytical results.

Main purpose

Reporting to a team leader, the Project Engineer (NWAL) is responsible for the day-to-day management of the NWAL, distribution of samples, timely collection of reports, and the monitoring of analysis quality of the NWAL.

Role

The Project Engineer (NWAL) is a focal point of all day-to-day operations regarding the NWAL, and an adviser to the Team, Section and Division on issues associated with NWAL.

Partnerships

As the primary point of contact for NWAL issues (logistics, distribution of samples, communication with NWAL members, collection of results and monitoring performance as well as analytical quality), the Project Engineer (NWAL) establishes and maintains positive working relationships with internal and external stakeholders. As well as providing internal advice, the incumbent interacts with the customers within the Division and the Department of Safeguards, and with the members of the NWAL (some of which through regularly organized meetings).

Functions / Key Results Expected

Manage the day-to-day operations of the NWAL. Forecast, monitor, and coordinate analytical work load to ensure that resources are efficiently used and distribution of samples is prompt, to meet key deadlines. Provide technical expertise and advice on the measures required to improve sample analysis at the Safeguards laboratories and the NWAL. Provide technical expertise in executing and evaluating quality assurance measures (laboratory intercomparisons) throughout the NWAL. Prepare scheduled and ad hoc reports, on the quality and performance of the NWAL, including analysis, interpretation, and insight on the significance of findings. Prepare regular topical meetings with NWAL (consultants group meetings).

Knowledge, Skills and Abilities

Knowledge in analytical work and proven experience in project management, preferably in an international setting. Knowledge of the scientific and technical fields relevant to analytical work for Safeguards (background in statistics desirable). Good knowledge of IT support in relation to project management and statistics. Demonstrated ability in developing and monitoring the implementation of multiple complex technical programmes simultaneously including: project planning; work assignment and supervision; progress reviews and reporting. Excellent verbal and written communication skills with a strong ability in writing and presenting technical documents. Ability to communicate effectively within a multidisciplinary, diverse team and with individuals at all levels of the organization. Strong customer orientation: Ability to establish and maintain productive partnerships with internal and external customers/counterparts by gaining and maintaining their trust and respect.

Education, Experience and Language Skills

Advanced university degree in a physical science or a related discipline. Minimum of five years working experience in a national or international organization in technical project and quality management, preferably in the nuclear field. Experience with international safeguards and international organisations an asset. Language skills: Excellent command of written and spoken English. Knowledge of other IAEA official languages (Arabic, Chinese, French, Russian, or Spanish) desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 018 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $34 283*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
