Position Summary
The Project Director will assist the Chief of Party to lead a potential USAID funded Media Sector Development Program. The goal of the program is to support the professionalization and empowerment of independent media in Mozambique. He/she will assist in program development and implementation, providing technical assistance and training, financial management, staff supervision, oversight of office management, building and maintaining partnerships with Mozambican media and civil society; public relations, and fundraising. The position, which will be based in Maputo, is contingent on funding.
Some Duties and Responsibilities
- Assist in implementing and overseeing all components of the program
- Provide expertise in the Mozambican media sector and related government and civil society stakeholders
- Assist in monitoring and evaluation processes, and writing program reports to ensure completion of program objectives
- Assist in financial and administrative management of the program, staff supervision and general office operations
- Manage Mozambican partner organizations and international and Mozambican consultants
- Represent Freedom House before counterparts in country and abroad, and the donor community

Qualifications
Minimum Qualifications
- Bachelor’s degree in media, communication, public administration, international development, or related field, Master’s degree strongly preferred
- 6 - 8 years experience with democracy and human rights programs
- Strong ability to communicate effectively in English and Portuguese, both orally and in writing
- Experience in other challenging environments and flexibility to apply lessons learned from other contexts
- Experience in managing and implementing multi-component, donor-funded programs
- Demonstrated understanding of USAID and other donor approaches to media development and familiarity with efforts to apply a media lens to development work
- Demonstrated ability to mobilize communities, encourage the inclusion of marginalized groups, and incorporate media development practices and methodologies into development programs
- Proven success in managing a diverse range of external partnerships
- Experience providing technical assistance to local organizations in Africa
- Ability to build and strengthen other media organizations
- Strong interpersonal skills and demonstrated pro-active approach to problem solving
- Strong track record in project and staff management
