Position Summary
The Chief of Party - Media Strengthening will lead a potential USAID funded Media Sector Development Program. The goal of the program is to support the professionalization and empowerment of independent media in Mozambique. The Chief of Party will provide vision, direction, leadership and management of the Program. He/she will have complete responsibility for meeting program objectives, and will provide strategic guidance and technical expertise in media sector strengthening and management, as well as administrative oversight for the program. The position, which will be based in Maputo, is contingent on funding.

- Strategic and technical leadership, with responsibility to ensure all program objectives are met
- Oversight of programmatic, finance, and administrative functions
- Representation of program to donors, partners, stakeholders and counterpart organizations
- Implementation of monitoring, evaluation and knowledge management processes

Qualifications
Minimum Required Qualifications
- Master’s degree or higher in media, communication, public administration, or international development, or directly related field
- Strong ability to communicate effectively in English, both orally and in writing
- Ability to communicate effectively in Portuguese strongly preferred
- 10 years of senior level management experience on designing, implementing and managing large, complex democracy and governance projects in developing countries
- 8 years of experience living or working in a developing country.
- Prior experience in Africa, preferably in Mozambique, strongly preferred
- 5 years senior level experience working in media, communications or in other democracy and governance programs in developing countries
- Experience in managing USAID and/or other donor-funded projects strongly preferred
- Demonstrated international credibility as a leader on matters of media, communications or on other relevant subject area in developing countries
- Proven record of excellent management, leadership, decision-making and interpersonal skills
- Ability to navigate politically sensitive terrain and maintain constructive relationships with a diverse set of key stakeholders
- Proven ability to think strategically, and successfully share vision with partners and colleagues
- Demonstrated ability to understand and respond quickly to complex programmatic challenges
- Demonstrated ability to read, and interpret financial reports and budgets, and ensure adherence to budgets
- Ability to work in physically, and emotionally challenging environments doing rewarding work
- Willing and able to travel extensively
- The successful candidate must demonstrate:
- Significant professional experience in radio journalism, particularly community radio
- Experience with financial and management capacity building of media outlets
- Experience strengthening legal frameworks for media and media associations
- Experience building professional capacity of journalists and media managers
- Previous senior-level management experience, including significant staff, financial and administrative oversight (of U.S. government funded media development projects in the region, strongly preferred)
