Position Summary: MSI is seeking one Senior and one Mid-Level Program Management Advisor (PMAs) to assist the recently-established USAID/South Sudan Field Mission in Juba, to define and implement an optimal organizational structure, improved business processes, and staff capacity development program so that it can transition from being a field office under the USAID/Sudan Mission headquartered in Khartoum to a fully functioning, stand- alone Mission in Juba or elsewhere in South Sudan (In carrying out this assignments, consultants should consider the implications for USAID of a possible move of the nation’s capital from its current location in Juba, to Ramciel or elsewhere in South Sudan). A central question the PMAs will help USAID/ South Sudan answer is, “how to best organize the Mission and its business processes in order to adequately manage risk and ensure operational effectiveness”. In completing this consultancy, the PMAs will draw on information from different sources (in some cases, assessments already conducted by support and technical offices), identify additional areas for improvement, and bring these together in in one comprehensive Mission diagnostic and strengthening plan.
Responsibilities:
Complete a diagnostic of the current status of Mission efforts to transition to a stand-alone operation. a. Review documents related to the Mission’s program and business processes (see attached illustrative list); b. Interview Africa Bureau/Sudan Programs (AFR/SP) staff as well as Mission Support Office Chiefs, Mission Technical Team Leaders (including Mission’s OFDA and Food for Peace leaders), the Mission’s Local Capacity Building Team, the Mission Training Committee, selected Mission and Embassy staff, and regional support staff in Nairobi, Khartoum and Cairo, to: identify current business processes, risks and gaps; to determine steps taken to date to strengthen performance and risk management and to fill gaps; and to inform the best place from which to provide support services (Juba, Khartoum, Cairo, Nairobi, other); c. Interview FSN committee leadership to better define the needs and responsibilities of FSNs in the transition; and d. Produce a concise diagnostic document (10-15 pages) or power point providing a snapshot of the current state of play of Mission restructuring efforts and gaps, including individualized staff professional development plans.
Based on the diagnostic, develop and present to Mission management recommendations for completing the transition to a stand-alone Mission.
Develop, document and present an illustrative comprehensive Mission-wide plan and timeframes for transitioning to a stand-alone Mission.
Period of Performance O/a Oct 24, 2011- o/a Dec 2-2011. 2-3 days in Washington DC; the rest in Juba.
Qualifications: • Senior Program Management Advisor will have: o at least eight years (desirable)USAID senior management experience in field-based position(s); o show demonstrated experience designing and leading institutional change at USAID field missions; o Demonstrated experience in risk management at a USAID field mission(s); o coaching, mentoring and inspiring staff through change processes; o familiarity with new USAID initiatives and business process reforms such as USAID Forward and Procurement Reform.
• The Mid Level Program Management Advisor will have experience working with USAID field missions, understand USAID business processes and organizational approaches, and have at least five years experience working with business process reforms.
This is a short-term assignment with duration of approximately 6 weeks (not including travel days) including at least 5 weeks in Juba, beginning in late October 2011.
