National Consultant to Facilitate Training in Gender Mainstreaming and the Development of Tools and Resources for Gender Analysis
Background and project rationale: The United Nations Office of the High Commissioner for Human Rights collaborates with the Uganda Law Reform Commission and First Parliamentary Counsel on gender justice initiatives under the UN Joint Programme on Gender Equality (2011 - 2014). In this year of implementation (2011), the programmatic strategy is to jointly develop structural capacity to mainstream the gender standards and rights in the development and implementation of legislation. Objectives: The Uganda Law Reform Commission and First Parliamentary Counsel initially seek to engage an independent consultant to work with staff to identify their training needs for the integration of gender analysis in their work. This will involve a focus group with key staff and a small scale survey. Based on this needs assessment the consultant will design a participatory professional workshop that will facilitate applied learning and develop tools and resources to integrate gender mainstreaming into the daily work of legislative development. The consultant will have the primary responsibility for the development of these tools and resources and their adoption and use in Uganda Law Reform Commission and First Parliamentary Counsel will be a measurable output of the consultancy. Proposed methodology: Participatory methods will be used to draw on the professional experience of Uganda Law Reform Commission and First Parliamentary Counsel staff. The process will involve an initial needs assessment, employing focus groups and a survey to identify existing gaps and training needs in relation to integrating gender analysis into legislative drafting. A training workshop will be implemented ensuring that it incorporates key issues and reflects the intended objectives arising from the needs assessment and the mandate of OHCHR Uganda. This workshop will facilitate the participatory development of tools and resources for gender mainstreaming in the drafting of legislation. Expected outputs:

Timeline for completion and disbursement schedule 14/10/2011: Submission of Inception Report - 20% of fee The consultant will be directly supervised by OHCHR and payment will be made on completion of work to the satisfaction of OHCHR and its implementing partners, ULRC and FPC.
