BACKGROUND The Land Tenure and Property Administration Section (LTPAS), within Shelter Branch of UN-HABITAT, has the mandate to develop normative approaches on sustainable urbanisation in regard to urban land, innovative residential tenures, affordable land management/administration systems, land related regulatory/legal frameworks and tools, particularly for women. LTPAS hence focuses on research and tool development also to backstop the Global Campaign on Sustainable Urbanisation of the agency, to supply technical advice to Member States and backstop the Regional offices and other sections of UN-HABITAT. Tools provide a resource for enabling and understanding on how to perform actions. While there has been extensive global discussion around land policies that work for the poor, there has been insufficient attention paid to the development of methods for implementing these pro poor land policies. Consequently what are required now are pro poor land tools that are affordable and accessible for all sections of the population in countries world wide. This is essential for creating societies with sustainable, equal access and use of land. Work has already started on these approaches, both for developing and post conflict societies. Incremental up scaling of this work over time, as capacity is developed, is envisaged through the Global Land Tool Network (GLTN), which Secretariat is located at UN-HABITAT (see www.gltn.net).
The Global Land Tool Network
The Global Land Tool Network’s (GLTN) main objective is to contribute to poverty alleviation and the Millennium Development Goals (MDGs) through land reform, improved land management and security of tenure. The GLTN originates from requests made by Member States and local communities world-wide to the United Nations Human Settlements Programme (UN-HABITAT), who initiated the network in cooperation with the Swedish International Development Cooperation Agency (SIDA), the Norwegian Ministry of Foreign Affairs and the World Bank, in 2006. UN-HABITAT is mandated to work on issues relating to security of tenure through MDG 7, Target 4 and on land management through the Habitat Agenda and the Istanbul Declaration, paragraph 40 (b), as well as through the UN General Assembly Resolution A/59/484.
The GLTN has developed a global partnership on land issues pulling together global partners, as well as many individual members. These partners include international networks of civil society, International Finance Institutions, international research and training institutions, donors and professional bodies. It aims to take a more holistic approach to land issues by improving global coordination on land; through the establishment of a continuum of land rights, rather than just focus on individual land titling; through improving and developing pro-poor land management, as well as land tenure tools; by unblocking existing initiatives; assisting in strengthening existing land networks; assisting in the development of gendered land tools which are affordable and useful to the grassroots; and improving the general dissemination of knowledge about how to implement security of tenure. To reach the overall goal of poverty alleviation through land reform, improved land management and security of tenure, the GLTN partners have identified the18 key land tools which need to be addressed in order to deal with poverty and land issues at the country level, across all regions. The partners of GLTN believe that the existing lack of these tools is the main cause of failed implementation at scale of land policies world wide. These 18 tools are grouped into 5 overarching themes. However these tools cannot be addressed in technical isolation and 8 cross cutting issues have also been identified which need to be associated with the tool documentation, development and dissemination (e.g. land governance, gender, grassroots etc).
RESPONSIBILITIES:
GLTN will be convening an International Partners' Meeting on 15 – 16 November 2011 at Nairobi, UN Gigiri Compound. With a tentative Theme, ‘Strengthening Partnership: Sustaining the Paradigm Shift towards Designing, Developing and Implementing Pro-Poor Land Tools and Approaches’, the meeting aims at further strengthening the global partnership towards sustaining the paradigm shift in the development and implementation of pro-poor land tools and approaches and in the promotion of alternative land tenure and land management systems to improve tenure security within the land governance framework. This meeting/workshop is a critical venue to ensure the strengthening of the Network hence the need for a professional moderator/facilitator to ensure the smooth flow of the workshop and ensure effectiveness of meeting the objectives.
The consultancy is required to provide an over-all role in moderating and facilitating the conduct of the Partners' Meeting. Specifically, the tasks include the following:
• Liaise with GLTN organisers on the background, rationale, programme and details of the Partners' meeting; • Read and understand GLTN background documents for the meeting; • Liaise with GLTN focal persons regarding the possible focus of the discussions and the expected outputs and discuss what are the possible issues or risks that may be encountered; • Assist GLTN in managing the identified risks and ensure focus of the discussion; • Act as the over-all moderator/facilitator during the Partners' meeting; • Provide suggestions and recommendations on the programme and the related adjustments; • Prepare an annotated Programme specifying the objectives/expectations for each session, tasking, mechanics and needed guides or materials; • Ensure active participation and interactions of all participants during the meeting; • Prepare guide questions, powerpoint presentations and templates as necessary to facilitate the conduct of the meeting; • Consult, as much as necessary , with GLTN Secretariat to ensure smooth flow of discussion and to ensure the presentation of facts and instructions especially related to work planning exercise; • Facilitate and assist in the dissemination of evaluation by participants of the meeting including moderation; • Prepare 3-4 pager report providing feedback to the Secretariat on what works and not work, some assessment of the meeting and provide some recommendations on how go about future activities similar to the meeting.
REPORTING
The Consultant will be reporting to Clarissa Augustinus and Danilo Antonio of Land Tenure and Property Administration Section, Shelter Branch, Global Division, UN-HABITAT.
TIMING AND DELIVERABLES:
The consultancy will be for ten (10) days including her/his attendance of the two-day workshop/meeting and the half day training event prior to partners' meeting spread over two (2) weeks. The consultant is required to meet the focal person/s to agree on the flow of the programme, manage risks and agree on templates, procedures, etc. The Consultant shall prepare a detailed annotated agenda/programme and shall prepare necessary presentations and templates for the Meeting. As necessary, the Consultant will take some advice from the Secretariat regarding any issues that may arise during the Meeting. The Consultant will be paid after submission of the 3-4 pager feedback report.

EDUCATION
A holder of an advanced degree in a related field is preferred and previous working knowledge with UN agencies and/or international organisation is required.
WORK EXPERIENCE
At least five (5) years’ experience in facilitating/moderating international events, meetings and workshops is required. Related experience in conflict and risk/crisis management is desirable.
LANGUAGE SKILLS English and French are the working languages of the United Nations Secretariat. For the post advertised fluency in oral and written English are required.
OTHER SKILLS
Good computer skills (Microsoft Office Windows Applications) are required. Skills in planning/organisation, communications/interpersonal relations, moderation/facilitation are required.
