ORGANIZATIONAL LOCATION: UN-HABITAT DUTY STATION: Nairobi FUNCTIONAL TITLE: Administrative Officer (Systems Review) GRADE: P3 POST DURATION 9 months CLOSING DATE: 18th October 2011
BACKGROUND The United Nations Human Settlements Programme, UN-HABITAT, is the agency for human settlements. It is mandated by the General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing shelter for all. The post is located in the Programme Support Division at the UN-HABITAT headquarters in Nairobi. Under the direct supervision of the Chief, Programme Support Section, the incumbent of the Post will be responsible for the following assignments:
RESPONSIBILITIES
- Via involvement with the new Project Accrual Accounting System (PAAS) procurement process and system design/development exercise, contribute to and make recommendations on PSD Financial, Budgetary, Administration and HR components, including ensuring the lessons of the previous staff time/workload analysis review are reflected and fine-tuned.
In addition this may involve liaison with an external consultant currently engaged in an assignment working on a cost allocation / cost accounting policy and methodology.
- Analyse and make recommendations for the streamlining and simplifying of various administrative procedures, which is an initiative of the MTSIP Excellence in Management focus area with the view to assist the organisation for a more effective and efficient delivery of its mandate including:
Reviewing selected operating procedures and recommending simplification, changes and improvements with a view to increasing efficiency Engaging with PSD colleagues and PMO`s and other as necessary
- Provide support to several new areas of intervention with regard to the Organisational Review, including but not limited to Administrative process review and personnel process/functional review. Including:
• Supporting the analysis of the respective roles of UNON and UN Habitat • Reviewing options for monitoring UNON performance in respect of the newly created SLA`s • Assist in defining UN Habitat controls (pre-facto, post facto, pre-assessment, risk assessment) • Explore options to decentralise travel, recruitment, procurement to regional offices, along with developing appropriate administrative controls • Performance management; collect examples of matrix reporting in the UN system
- Completion of the formulation of a Business Continuity Plan (BCP) in alignment with UN HQ requirements which is included in the UN-Habitat programme of work for the biennium 2010-2011. The BCP should be implemented by 31 December 2011 by the Programme Support Division.
In liaison with UNON focal point for BCP identify the areas of activity UN Habitat would need to support in the four different impact categories that business continuity risks fall into: Major ICT systems failure, Denial of access to premises, Loss of key external suppliers & providers, Catastrophic loss of premises, and/or staff)
In support of this it is anticipated that the following activities will have to be included;
Determine revised UN Secretariat requirements for the implementation of a BCP and explore technical and professional assistance from the UN Secretariat. Conduct a final review of gaps that might exist between where UN Habitat initiates and UNON conducts administrative support on behalf of UN Habitat: Support the implementation of a project plan which outlines the implementation of BCP in UN-Habitat, including the scope and nature of necessary preparations for the organisation to support the implementation of BCP in the alternative BCP scenarios; Facilitating or conducting relevant presentation/workshops to staff and managers to brief on BCP and respective roles;
- Any other duties as assigned.
COMPETENCIES Professionalism: In-depth knowledge of business process improvement initiatives and experience with Business Continuity Planning. Knowledge of command of financial administration of resources. Accuracy and pro-active attitude towards work. Is conscientious and efficient in meeting commitments, observing deadlines and achieving results. Planning and Organizing: Proven ability to work under pressure and ability to plan and organise work with minimal supervision. Team Work: Demonstrated ability to work in a multi-cultural environment with sensitivity and respect for diversity. Prompt response to team members and strong desire to achieve common goals. Communication: Ability to communicate effectively and ability to prepare reports and conduct presentations on related issues.
QUALIFICATIONS
Education Advanced university degree (Master’s degree or equivalent) in Business, Public Administration, Management, Finance, or Accounting. A first level degree with relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Work Experience Minimum of five years of professional experience, including at least two in an international organisation in complex administrative function, with increasingly responsible positions dealing with, among other things, strategic planning, risk and financial management. Previous experience of UN systems and procedures would be an advantage.
Language English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.
