TITLE OF TENDER: Providing technical advice, assistance and supervision in the process and work of decontamination and rehabilitation of the CICA house.

1. The Ministry of Agriculture and Animal Resources/CICA is inviting interested consultants to come and compete for the tender of providing technical advice, assistance and supervision in the process and work of decontamination and rehabilitation of the CICA house. The Client (MINAGRI) intends to apply a portion of the funds to eligible payments under the contract for which this Request for Proposals is issued.

2. The Ministry of Agriculture and Animal Resources now solicits proposals to provide the following consulting services of providing technical advice, assistance and supervision in the process and work of decontamination and rehabilitation of the CICA house. More details on the services are provided in the Terms of Reference.

3. This Request for Proposal (RFP) is open to all interested consultants fulfilling the requirements and Proposal may obtain from Ministry of Agriculture and Animal Resources upon presentation of proof of payment a no-refundable fee of ten thousand Rwandan Francs 10,000Frw to account N 1200046 opened at Banque National du Rwanda.(BNR).

4. A Consultant will be selected under QCBS method, and procedures described in this request for proposals, in accordance with the Law on Public Procurement in Rwanda.
5. Technical and financial proposals will be sent in sealed outer envelope, and in two inner Envelope one for technical proposal and another for financial proposal not later than
28th /04/2011 at 9h:00 a.m at the reception of MINAGRI and
