Description of the unit / department: | Trócaire’s administrative region of Central & West Africa is one of five regions in the International Department. The other regions in the Africa unit are East/Horn of Africa and Southern Africa. The Central & West Africa Region comprises Rwanda, Burundi, DRC, Liberia and Sierra Leone. Trócaire has five offices in the Central & West Africa Region, one in each of the five countries covered by the regional structure. | |

Location of Position | Based in Kinshasa with extensive travel throughout the region. | |
Scope of the Role: | The post will be responsible for overseeing financial management throughout the region and will be the main focal point for the region on finance issues. | |
Key Duties & Responsibilities | Financial Controls & Systems· Appraise existing financial systems and policies in the various countries of the region and for the region as a unit. · Develop and oversee financial systems and policies for the countries/region and ensure, on an ongoing basis, they meet the needs of the region. · Verify that financial systems/policies are in compliance with Trócaire organisational framework and with widely accepted accounting norms (such as segregation of duties, asset lists, adequate financial controls, reporting, etc). · Facilitate the rollout of relevant organisational policies and systems (such as the management information system). · Ensure that there are adequate financial controls in the region to allow for flexible and efficient financial transactions while also ensuring that transactions are properly authorised. · Ensure that programme and management staff in the countries /region systematically receive financial reports to assist programme/management planning and decision-making. · Oversee the scheduling of audits in the region and, in collaboration with country (or sub-region) finance officers, review and act on the findings of audit reports. · Develop a comprehensive risk management system for the region. · Ensure compliance with national legal requirements in each of the countries of operation in the region. Financial Management· Lead, from a finance perspective, the annual development of administration and programme budgets for the countries/region and manage a process of interim budget reviews. · Analyse, prepare and submit, to Trócaire HQ, country/region cash flow projections in line with various budgets. · Scrutinise and collate monthly administration budget financial reports and programme tracking reports from countries in the region and submit to Trócaire HQ in Ireland. · Oversee all requests for financial transfers to the countries and, in collaboration with country (or sub-region) finance officers, track all financial transactions into the region for the various budgets. · Scrutinise and collate annual programme financial reports prepared by finance and programme staff in the countries for submission to Trócaire HQ. · Provide management staff in the region with various financial reports (including budget v expenditure, monthly tracking, etc). Partner Development & Financial reporting · In collaboration with country (or sub-region) finance officers, support the work of programme staff in reviewing partners’ project financial reports. · Review Trócaire records ensuring that partner project financial reporting is up to date and properly maintained, in accordance with auditing standards. · Lead a process conducted at country level to appraise partner financial controls and systems with a view to enhancing the partner capacity and ensuring proper stewardship of Trócaire funds. Human Resources· Appraise and, if necessary, support the development of human resource manuals for countries in the region, including term and conditions of employment, work practices, etc. · Ensure HR records are properly maintained. · Act as a focal point for the region on human resource issues. · Support and review local recruitment processes in the region. · Support and review human resource conditions on an ongoing basis in the region, ensuring they meet Trócaire organisational standards. · Ensure Trócaire meets its local statutory obligations.

(E) Experience | · Minimum five years profession experience in a finance role. · Experience of managing the finances for large budgets including the reviewing and preparation of financial reports. · Familiarity of procurement procedures and maintenance of asset lists. · Experience of working in a supervisory role and in a technical /advisory capacity. | |
(E) Skills | · Analytical and policy implementation skills · An in-depth knowledge of financial systems and controls. · Ability to facilitate training and stimulate learning. · Candidates need to be fluent in written and spoken French and English · Have strong computer literacy skills in word, excel, internet/email and accountancy packages | |
