Background
The Tanzania Investment (TIB) is a licensed financial institution which is in the process of transforming itself into a strong, profitable and sustainable Development Financial Institution (DFI) in order to support and promote large scale investments in Tanzania. The bank plans to discharge this mandate while maintaining commercial banking activities which will be run through a registered subsidiary company. This move was approved by the Government of Tanzania as part of the Second Generation Financial Sector Reform Programme in mid 2010.
With the assistance of the regional technical assistance facility spearheaded by the Development Bank of Southern Africa (DBSA), the SADC Development Finance Resource Centre (DFRC) and UNOPS, the bank seeks a highly qualified and experienced expert in Portfolio Management to develop required systems, procedures and standards as well as provide appropriate hands-on training to its staff as stipulated in these terms of reference.
Duties and Responsibilities
A. The candidate is expected to undertake the following tasks:
1) Develop procedures and performance management standards to be followed in the origination of development financing transactions. This will include reviewing and streamlining the bank’s policies and procedures related to:
• Development financing strategy;
• Business development/identification of suitable projects;
• Deal structuring/design of appropriate financing & funding structures;
• Project appraisal;
• Risk analysis and mitigation.
2) Develop/review and implement policies and procedures for equity financing.
3) Develop/review and implement policies and procedures for technical assistance.
4) Lead TIB teams/take active part in practical implementation of the following against set targets:
• Development financing strategy formulation and implementation;
• Business development/identification of suitable projects for financing;
• Deal structuring/design of appropriate financing & funding structures, including but not limited to preparation and selling of Project Information Memorandums, co-financing and syndications, PPP financing, etc;
• Project finance analysis/appraisal, preparation of financial models, etc;
• Risk analysis and mitigation for different types of projects;
• Equity financing;
• Municipal projects financing;
• Infrastructure financing
• Technical assistance.
5) Provide hands on training to staff on the policies, procedures and standards, use of appropriate tools, reporting and decision making.
6) Develop a skills transfer plan at the beginning of the assignment, and after approval, ensure that it is implemented.
Required Selection Criteria
Competencies
The Candidate should posses the following attributes:
1) Demonstrated in-depth understanding of credit origination by development finance institutions and other relevant international organisations;
2) Strong analytical, communication and facilitation skills;
3) Team management as well as good leadership skills.
Education/Experience/Language
At least a Masters degree in Finance, Economics or related field.
Work Experience
At least 11 years in the banking sector, 5 of which should be in a well established Development Financing Institution(s). The experience should be in the following:
1) A solid background in project finance in an African environment;
2) A track record in syndications and infrastructure project preparation and packaging;
3) Good appreciation of lending criteria assessment and internal facility application processes of key DFIs such as AfDB, DBSA, IDC, PTA Bank, EIB, IFC, etc;
4) Experience in project/equity finance at the strategic and operational levels;
5) Experience in capacity building.
Reporting and Supervision
Dev Financing Specialist will report to and be under the supervision of the Managing Director of the Tanzanian Investment(TIB)
