Country Director Somalia / Somaliland (SOM)

Role and Responsibilities

To design and manage the strategy, implementation, development and evaluation of Somalia / Somaliland health, WASH, and Emergency Response programmes. Represent Medair for all issues related to the Somalia / Somaliland programme.

Project Overview

To deliver multisectoral relief in Somalia / Somaliland and to support partner(s) from there. Address additional critical needs (i.e. food security related or IDP support) as capacity of Medair programme grows.

Key activity areas

Planning and Strategy

• In coordination with the HQ Desk Officer and sector coordinators, design, evaluate and update the Country and Exit Strategies to facilitate the long term planning and development of the projects in the country. • To monitor, evaluate and report on the implementation of the planned activities in accordance with the project proposals and logical frameworks. • To stay informed on humanitarian need trends and political developments at the regions of the country programmes in order to anticipate new projects and initiatives.

Financial Management

• Plan and construct project budgets, in collaboration with the HQ Desk Officer (DO), programme coordinator, sector coordinators and HQ Finance Officer. • Ensure that spending is inline with the approved budgets through monthly consultation of the BVA’s. • Highlight over or under spending in conjunction with the appropriate coordinator or manager and ensure that the necessary changes are made. • To analyse projected cash flow and ensure monthly cash requests are sent to HQ in a timely fashion. • To oversee and be responsible for any annual audits carried out on site in collaboration with the Field Finance Manager, and to support the preparation of audits carried out at HQ.

Communications and reporting

• To develop and maintain a transparent, honest and supportive communication structure with the coordinators and field managers, to uphold a spirit of unity and mutual respect between field sites and base. • To draft and update the Project Approval sheets, in conjunction with the project managers and the DO. • Responsible for ensuring the writing of surveys, project proposals, monthly, quarterly & final reports for all projects, regular communication to HQ, correspondence / reports to counterpart organisations and donors.

Donor Relations Management

• To oversee the drafting and presentation, in conjunction with the DO, of all proposals, operational and financial reports related to the Country Programme under their control, in order to have SMART objectives and evaluations of the projects as well as to be transparent and accountable to our institutional donors. • Develop and maintain contact with the Country Representatives of the relevant funding partners (institutional donors or private donor organisations) in order to secure sufficient funding for the country programme.

Quality Management

• To promote Quality Management Practices so as to implement projects that meet the real needs of the beneficiaries in accordance with their requirements, standards and cultural background. • To evaluate the quality of our operations using the Internal Quality Audit and correct shortfalls to the agreed Medair standard. Aim to adhere to Sphere standards as far as possible within operational constraints.

Security Management

• Responsible for drafting and updating the Security Guidelines. • Responsible for the management of any security related incidents and the consequent decisions which need to be made, e.g. evacuation. • Ensure appropriate security procedures and awareness is maintained throughout the Country Programme.

Staff Management

• Oversee all programme HR issues including recruitment, appraisal, management, development & training, general well-being of all staff, team structures, job descriptions in collaboration with the HQ HR Officer. • Oversee the monthly Staff Plan; Promote healthy living conditions and practices for all staff. • Ensure that all staff are adequately equipped, and provide possibilities for mentoring and coaching. • To reflect the vision and values of Medair when interacting with team members and beneficiaries

Public Relations

• Develop and maintain relationships with authorities, donors, media, NGO's and embassies with the objective of raising public awareness and identifying funding opportunities and other working partnerships. • Contribute to the needs of HQ Marketing by supplying Human Interest Stories, web updates etc.

Qualifications

• University degree and relevant professional experience

Experience / Competencies

• 2 years of experience in senior management position • 3 year of overseas experience in insecure environments • 5 years management experience in relief & rehabilitation projects desirable • Experienced proposal & report writer; Proven Conflict management skills • Excellent communicator; Analytical mind; Advanced skills in project, finance & strategy planning • Excellent negotiation skills, especially in the context of the Somaliland culture

Medair standard working requirements for the field

• Committed to Medair values • At least one year of professional experience in a relevant field (more experience preferred) • Minimum 3 months inter-cultural overseas experience • Single, or married (without dependent children) • Strong English communication skills (oral and written) • Familiar with Office Word, Excel, PowerPoint and Outlook • Able to live and work with a multicultural team under difficult conditions • Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit • Successful completion of Medair Relief & Rehabilitation Orientation Course (ROC)

Working Conditions

• The CD will make regular trips to Somaliland. Living conditions in Nairobi / Somaliland are good. Somaliland is relatively safe and stable. R&R will take place in Nairobi.
