Post Title: Consultancy to Formulate Fundable Climate Change Response Projects
Agency / Project Name: Africa Adaptation Programme-Kenya
1) General Background
The Ministry of Environment and Mineral Resources (MEMR) is implementing Africa Adaptation Programme (AAP). The AAP is a two year project funded by the Government of Japan through the United Nations Development programme (UNDP).
The main objective of AAP is to steer Kenya towards climate change resilient development by strengthening institutional and systemic capacity and leadership to address climate change risks and opportunities through a national approach to adaptation.
It has been designed to support the long-term efforts of Kenya to further develop her capability to successfully identify, design and implement holistic adaptation and disaster risk reduction programmes that are aligned with national development priorities.
The project supports the implementation of the Kenya’s National Climate Change Response Strategy (NCCRS) and Action Plan. Through NCCRS, stakeholders will mainstream climate proofing and climate response and adaptation activities in their programmes and projects.
The Strategy has put in place robust measures that will address most, if not all, of the challenges posed by climate variability and change. During preparation of the strategy, a number of line-ministries proposed their programmes and projects towards sectorwide adaptation to and mitigation against climate change and the Action Plan of the Strategy sought to build on these proposed programmes and projects.
The MEMR in collaboration with UNDP is seeking the services of a consultancy to formulate fundable projects in line with NCCRS.
The consultancy will study NCCRS Action Plan and support a consultative inter-sector consultation aimed at developing fundable projects in line with the Medium Term Expenditure Framework Ministry-clusters.
2) Objectives of the Assignment
The objective of the assignment is to develop at least eight (8) fundable climate change adaptation and mitigation projects as guided by NCCRS. The projects should take into consideration the existing MTEF Sectors, and be aligned with the National Medium Term
Plan.
By focusing on the sectors, it is expected that the responsible ministries will be supported to articulate climate change The consultant will be required to work with MEMR, especially the Climate Change Secretariat (CCS), UNDP and Project Management Unit (PMU) of the AAP to successfully address the above objectives.
Further, the consultant will be required to make consultation with all the relevant Ministries, research institutions, the academia, civil society organizations, the media, the private sector and other stakeholders

- An inception report detailing the understanding/ interpretation of the TORs; the methodology of carrying out the assignment; work plan and implementation schedule as to be agreed upon with MEMR, UNDP and AAP-PMU.
- At least eight (8) prioritized project proposals with realistic budget and implementation timelines;
- Presentation of project proposals to a stakeholders workshop;
- A synthesis and refined project proposals;
- Draft project document;
- Presentation of project proposals to relevant stakeholders;
- Final project documents.
4) Degree of Expertise and Qualifications

- Strong analytical, project design and development kills;
- Good communication and writing skills in English
Personal Competencies:
- Ability to act professionally and flexibility to engage with government officials
- Demonstrates integrity by modeling values of the government, development partners
- Positive, constructive attitude to work
Professional composition
- A team of professionals that will form a consortium, which include but not limited to the following advanced degree in environmental sciences, coupled with post qualification experience in project development, costing and financing, environmental project implementation management; social sciences, economics and finance;
- Each of the team members should demonstrate expertise in own area of profession, with a clear indication of successful delivery of similar assignments during the past 5 years;
- At least 10 years progressive work experience in the area of project design, development, monitoring and evaluation, resource mobilization, project cycle management and institutional strategic planning;
- Ability and commitment to work successfully as a team-member as evidenced by a signed commitment agreement, deposited with the client;
- CVs of the applicant (signed) that will work in the consortium;
- Applicants that wish to lead the team must indicate so in the covering letter.

- Proposal for implementation of the include detailed methodology assignment
- Letter of authority to appoint the lead Consultant by the team of consultants
