Accountants (REF: EAC/HR/2015-2016/042)
Organ / Institution: The East African Court of Justice
Duty Station: Arusha, Tanzania
Job Grade: P1
Job reports to: Registrar, EACJ
Job Purpose:
To administer and manage all financial aspects of the East African Court of Justice including: preparation and control of the budget, documentation of all receipts and payments, assets and liabilities and safe custody of security documents; and preparation of financial statements and reports.Duties and Responsibilities:
Exercise overall supervision of the work of the Accounts Section of the Court, and provide advice where divisions from Financial Rules and Regulations and best practices occur.
Maintain proper accounting records of the Court and review and submit monthly and quarterly reports, including analysis of accounts to ensure that decision makers receive timely and accurate information;
Analyse and monitor status of obligations and expenditure. Ensure that payments are disbursed in accordance with certified documents establishing the obligation; Check payment vouchers, journals and petty cash vouchers in terms of arithmetical accuracy and also ensure that they have supporting documents like invoices, LPO, delivery notes, and GRN;
Prepare monthly bank reconciliation statements of all the bank accounts of the Secretariat; Reconcile ledger accounts like inter current accounts, creditors, staff and housing advances, travel imprest, and follow up on outstanding imprest and pass necessary journals;
Handle postings into the ledger and extraction of trial balance and preparation of monthly accounts;
Check monthly payroll of all the staff of the Court and ensure that all deductions in terms of outstanding imprest, staff advances and loans are effected;
Maintain appropriate ledgers and subsidiary ledgers. Verify and control data Journal entries, posting to the general ledger;
Prepare monthly payrolls and ensure accuracy and timely distribution of cheques; and
Identify training needs for Accounts Assistants of the Court and prepare training programs based on the needs.
Negotiate favourable bank commission rates and fixed deposit interest rates and recommend reputable banks where the Court's accounts may be maintained;
Prepare the semi-annual and the year end Financial Statements for the Court, for the purpose of audit.
Facilitate the audit of financial statement and provide advice, financial interpretation, adaptation and corrective actions in response to audits and other queries to ensure adherence to Financial Rules and Regulations. implement the audit recommendations and directives of the Council and Assembly in this regard.Qualifications and Experience:
Bachelor Degree in Accounting, Finance, Economics, commerce or Business administration or equivalent degree from a recognised University/Institution; with Professional qualifications in Accounting e.g. ACCA, CPA, CFA or equivalent.
Minimum of Five (5) years relevant experience.Skills and Competencies:
Must have Accounting, IT (Word, Excel), and evaluation skills. Knowledge of Sun System and Budget Management System application, Vision Excel and Vision Executive will be an added advantage.Education Qualifications and Relevant Working Experience:

Job Purpose:
To timely prepare and monitor execution of the budget and ensure compliance with the EAC Financial Rules and Regulations, the EAC Budget Act and EAC Budgeting Guidelines.Duties and Responsibilities:
Prepare the EAC budget and coordinate the process through Budget Management System (BMS) on annual basis, including Updating the BMS with all relevant information before kick starting the budgeting process; and assisting budget holders while capturing data into the Budget Management System at all levels;
Ensure EAC budgets adhere to the Budget Guidelines specifically on rates applied, Unit of Measure and consistence in projecting;
Monitor and control EAC-Secretariat Expenditure on a daily basis to ensure that they are within approved limits, and advise the management on budget performance at reasonable intervals; including designing departmental budget performance reports and generating and circulating monthly department budget performance reports;
Uploading the budgets into the Sun Systems once approved by the East African Legislative Assembly;
Initiate communication processes to other organs and Institutions with specific instructions on submission of the Budget Performance Reports and consolidate into the master report;
Raise flag on budget variances and promptly inform functional heads;
Design, implement and follow up on cost sharing ratios for shared costs; 8. Advise the management on any other costs that can be shared.Qualifications and Experience:
Bachelors Degree in Accounting, Finance, Economics, Commerce or Business administration or equivalent degree from a recognised University/Institution. Professional qualifications in Accounting will be an added advantage.

Job Purpose:
To provide technical input and facilitate work in the development and implementation of EAC customs tariff, valuation and application of rules of origin.Duties and Responsibilities:
Provide technical input in guiding the implementation on Customs Tariff and Nomenclature;
Undertake research on customs tariff, valuation and rules of origin;
Make proposals and technical input in the review of the EAC tariff regimes based on the policy requirements and WCO updated versions of the harmonised description and coding system.
Interpret developments on the Harmonized Commodity Description and Coding Systems (HS) and ensure the decisions of the WCO regarding classification of goods is promptly disseminated to the Partner States;
Assist in development of strategies and plans on EAC tariff regime and valuation system consistent with WTO/WCO Agreements and Conventions;
Collect and analyse customs data/ trade flows and participate in the development of EAC Trade Reports;
Assist in the development of systems for exchange of information on administrative rulings on classification and valuation of goods between Partner States Customs administration
Analyse and disseminate guidelines on international trends related to Customs Valuation (WTO/WCO) to Partner;
Assist in the development Customs Valuation guidelines and maintain a master valuation database for reference purposes;
Develop training and sensitization programmes and train/sensitise officials and stakeholders on customs valuation, classification and rules of origin;
Develop and review user manuals on tariff, valuation and rules of origin;
Assist in the administration and implementation of EAC Rules of Origin in EAC including circulation of signatures, verification and investigation processes, arbitration and provision of technical input;
Proof read, edit and make a follow up on the publications of EAC Customs tariff documents;
Facilitate meetings related to Customs technical aspects on valuation, classification and Rules of origin;
Assist in the necessary investigations, collections of information in collaboration with Partner States Revenue Authorities, on violations of rules of origin; and
Assist in the preparation of progress and annual reports.Qualifications and Experience:
A Bachelors degree in Economics, Commerce, Business Administration, Statistics, Information Technology, Law or an equivalent degree from a recognised University/Institution. Specialized training in Customs is a necessary requirement for this position.
Minimum of five (5) years relevant experience in Customs.Skills and Competencies:
