Description
The consultant will be responsible for: (i) Providing technical leadership and management of the development of a regional information service for the agriculture sector. This will require input from the existing AINS; (ii) Ensuring consensus and buy-in for the proposed regional information services including data sharing agreements, data use protocols, and analytical reporting agreements; (iii) Overseeing and implementing the building of the regional information services network and its data population; (iv) Ensuring that national and regional capacity is built and available to operate the regional information services network and the subsequent analytics that may be demanded; (v) Supporting national governments with the design, establishment and operation of national level data portals and information services connected to the regional information service network; (vi) Development of a business plan for the preferred regional information service network beyond 2017 and ensure wide consultation and concurrence on the business plan proposals, (vii) Ensuring that a transition or exit strategy is defined and implemented for the regional information service network based on agreements reached during system need assessments, and system design; and (viii) Ensuring the regional information system is maintained and that its value addition is clearly demonstrated prior to June 2017.

The international consultants will have (i) at least a university degree or equivalent qualification in the related field; (ii) at least a minimum of 10 years of relevant experience; (iii) adequate experience in implementing projects in the GMS; (iv) sound and practical knowledge in relevant fields in Southeast Asia; (v) strong interpersonal and communication skills.
