Description
The consultant will: (i) Develop and implement a communication strategy that includes (a) program level media and awareness programs, (b) an integrated communication strategy and action plan for the program, and (c) an integrated knowledge management strategy and action for the program; (ii) Development of media and communication capacity building as part of a governance strengthening program for the WGA and in collaboration with the Program Manager develop a policy communication program for analysts, managers and senior officials; (iii) Manage the delivery of program and cross program [with the Core Environment Program (CEP)] level events and conferences; (iv) Responsible for creation of knowledge products for use in the broader regional cooperation under the GMS WGA to promote awareness; (v) Assess knowledge needs in the GMS and supervise knowledge management and communication dissemination plan to enhance cooperation among GMS countries and development partners; (vi) Identify regional-level studies and knowledge management tools, and establish procedures for information and knowledge exchange, building on the activities of the WGA Regional Secretariat; (vii) Implement a public awareness campaign through information dissemination during WGA workshops and meetings, including the preparation of briefing materials and press releases in accordance with the WGA's mandate; (viii) Coordinate management and dissemination of knowledge generated by WGA projects; (ix) Produce knowledge products such as policy briefs and communication materials, provide input for distance learning materials, and use mass communication channels to communicate TA activities; (x) Work with NSSUs and development partners to identify relevant knowledge products developed in the countries and adapt and transfer such information products; (xi) Oversee preparation of cover designs, graphics for publications, and awareness-raising materials in compliance with ADB’s Department of External Relations (DER) guidelines; (xii) Transform documents into brochures, CD-brochures, and similar awareness-raising materials; (xiii) Coordinate the maintenance of an information database including relevant photos and video materials; and (xiv) Engage the services of assistant and relevant video, graphics and information
Qualifications Required Only the experts meeting the set criteria will be shortlisted and contacted.
The other international consultants will have (i) at least a university degree or equivalent qualification in the related field; (ii) at least a minimum of 10 years of relevant experience; (iii) adequate experience in implementing projects in the GMS; (iv) sound and practical knowledge in relevant fields in Southeast Asia; (v) strong interpersonal and communication skills.
