Agriculture Program Manager/Team Leader

The consultant will be responsible for: (i) Providing leadership for the CASP by ensuring the technical excellence of work programs while ensuring all work programs contribute to national and regional priorities within the scope of the policy requirements of TA 8163 as a policy advisory technical assistance; (ii) Ensuring technical programs are planned in terms of contributing to change management through an institutional influence context and ensuring that change management within the context of an agreed policy agenda is adequately resourced and prioritized; (iii) Ensuring technical programs are delivered in terms of mainstreaming within the context of enhancing climate friendly agriculture and rural development goals of each country and ADB; (iv) Supporting national level institutional development including governance strengthening through the WGA NSSUs and supporting the collaboration and communication programs; (v) Ensuring operational and administrative systems provide accurate and timely management information on a monthly basis to monitor and improve operational performance; (vi) Defining and applying operational benchmarks for all parts of the CASP from work planning, monitoring, administration, procurement, contract management, and capacity strengthening, among others that are integrated with the Project Performance Management system indicators; (vii) Supporting technical experts in leveraging work programs with development partners and national agencies; (viii) Ensuring quality controls are applied to all technical work programs to ensure ‘excellence” at all levels of management and implementation; (ix) Responsibility for building consensus and maintaining the momentum to define future institutional strategy for CASP within the context of the emerging institutional strategy for the regional environment program; (x) Ensuring all work programs are fully integrated with, and provide both input and demand for output of the information and knowledge management services developed under the regional program; and (xi) Providing day-to-day management including planning, administration, implementation and reporting decision making for the CASP.

Qualifications Required Only the experts meeting the set criteria will be shortlisted and contacted.
The Core Agriculture Program Manager/Team Leader will have (i) at least a master’s degree or equivalent qualification in agriculture or related fields; (ii) at least 20 years of relevant experience in the agriculture sector; (iii) at least 10 years in managerial or senior advisory position; (iv) adequate experience in implementing experience implementing projects in the GMS; (v) sound and practical knowledge in relevant fields in Southeast Asia; (vi) strong interpersonal and communication skills.
