Addressing stunting in Tanzania Early (ASTUTE) programme is a 5 year initiative funded by DFID which aims to reduce stunting 5 regions across Tanzania, using a multi-sectoral approach.
Job summary: The position holder will be responsible for IP mapping, registration and joint work planning, national, regional and district targets need to be set for nutrition. Translating SUN targets need into sub-national levels as well as targeting exercise based on food security and nutrition data from regions and districts.
Job requirements:
Technical Oversight for all monitoring, research and evaluation activities
Lead overall monitoring , research and evaluation strategy for a multi sectoral nutrition program.
Provide regular guidance to program staff on M & E/research activities;
Coordinate and provide guidance on the implementation of relevant evidence base and technical resources and guidance documents for implementation of the program;
Remain up to date on global recommendations for M & E in nutrition while integrating appropriate recommendations into programming efforts;
As needed, develop or provide guidance on the development of strategies, tools and resources that can improve implementation of nutrition activities at decentralized levels;
Advocate for integrated nutrition M& E into national guidelines and resources as needed to achieve optimal program outcomes.
Lead Log Frame with DFID project log frame indicators, proposed performance indicators and targets as well as Tanzania national required indicators
Coordinate baseline, midterm and end line data and data sources.
Contribute to the measurement of behavior change proposed methods and activities
Develop mechanisms to collect, analyze and feedback relevant nutrition data from the District Councils.
Co-lead the nutrition learning agenda and potential operations research.
Support Coordination of M& E Activities across Regions/District/Councils
Work closely with the Chief of Party, Senior Multi sectoral Nutrition Advisor and other advisors to understand current programming progress;
Regularly coordinate with the other advisors to integrate M & E throughout the program;
Ensure that program results and targets remain on track across all key areas of the program as needed;
As needed, develop or provide guidance on the development of tools and resources that can improve implementation of M & E activities.'
Support Monitoring and Evaluation and Behavior and Social Change Strategy (BSCS) Activities
Lead the development of M&E tools to ensure nutrition activities are properly tracked;
Regularly review program outputs to ensure progress towards meeting nutrition objectives;
Provide guidance into evaluation tools and protocols;
Work closely with program advisors and consultants to ensure activities are meeting proposed targets;
Provide inputs into relevant M & E tools for tracking nutrition at the Region and District/Council levels with local government authorities (LGA).

Qualifications:
Over 10 years experience managing or providing technical support to M & E interventions programs.
Experience working with nutrition and ideally WASH, early childhood development, family planning and agriculture.
Post-graduate education in research, monitoring and evaluation, public health, nutrition or related field;
Demonstrated experience in management of large-scale M&E programs
Ability to-work effectively and engage with government health systems, processes and delivery models in developing countries;
Demonstrated experience with qualitative and quantitative research skills;
Proven capacity in operations research and/or implementation research;
Preferable experience in development and managing a learning agenda;
Familiarity and understanding of DFID rules and re9,ulations and standard operating procedures;
Fluent oral and strong analytical communication skills in English; .
Written English communication skills required.
