Section Leader- Maintenance Tehnical Support , Bulyanhulu Gold Mine

SECTION LEADER - MAINTENANCE TECHNICAL SUPPORT 

African Barrick Gold’s Bulyanhulu Gold Mine in Tanzania is looking to appoint a Section Leader – Maintenance Technical Support. This role reports to the Engineering Manager and the role holder will be responsible to use effective judgement & decision making to provide maintenance support to the maintenance sections directly serving operations. This support includes setting maintenance strategy; coordinating engineering plans; standards & documentation; planning & scheduling of work; reporting; condition monitoring; Hydrocarbon management; technical auditing; and electrical & energy support. This is in support of the achievement of the mine’s operational plans and business targets, to be achieved in a safe, cost-effective, efficient and responsible manner in accordance with the Engineering and Maintenance strategy, ABG standards, Tanzanian legislation, whist constantly seeking to improve Maintenance & Engineering processes. The work roster is six weeks on and three weeks off. 

KEY RESULT AREAS/ESSENTIAL FUNCTIONS 

 Maintenance & Engineering plan 
o To produce and deliver a 2 year engineering & maintenance plan for the technical and services section, including an equipment plan, maintenance plan, budget, manpower & development plan, capital plan & project plan. 

 Asset Integrity 
o Setting up a mine-wide technical auditing system of plant and equipment to ensure that equipment & structures are soundly managed to ensure the safe and reliable operation of that equipment or structure. 
o To ensure the asset integrity of plant & equipment in the technical services section, areas of focus include the management of project execution, operational readiness, equipment & process risk assessment, documentation of equipment & processes, equipment maintenance strategies, setting of performance standards, managing critical spares & standby equipment and defect recording & prioritization. 

 Maintenance & Operation 
o Set up and implement a planned maintenance system for equipment based on the mine’s CMMIS, and report on compliance. 
o Provide a suite of condition monitoring & failure analysis services to the engineering sections to ensure the reliability of equipment. 
o Assist engineering sections with the development of Life cycle costing to determine economic replacement forecasting and capital motivation. 

 Standards & work procedures 
o Set up a system for standards & procedures writing, reviewing & documentation as a service to the engineering sections. 

 System Optimisation and CI 
o Pursue continual improvement of technical systems, improved work methods, and training of management staff in continual improvement training. 

 SHE 
o Manage the safety, health and environmental aspects of the section to ensure adequate controls are in place to meet and better the performance targets. 
o Lead safety by example. 

 Legal Appointments & documentation 
o Assist engineering sections as required to set up systems to ensure legal, ABG & Bulyanhulu compliance to regulations and standards. 
o Set up an auditing system to verify compliance. 

 People management 
o Put the necessary controls in place to manage the HR aspects in the department, e.g. overtime, discipline, time & attendance, roster, succession planning. 

 Organisational Effectiveness 
o Set up the structure of the department to ensure the right skill at the right levels, create clear roles & responsibilities, and develop manpower planning standards based on loading drivers. 
o Develop a management operating system (MOS) to manage short interval controls with a visual interface (board). 

 Skills training 
o Put in place, in conjunction with the engineering training centre, a system to assess and identify the training needs of all employees on an annual basis, and build this into the manpower plan. In particular, set up a system to upskill national employees, including personal mentoring of identified employees. 

PROFESSIONAL SKILLS 

Education Requirements: 

• Recognised B.Sc. Engineering Degree or equivalent 
• Engineering Certificate of Competency 

Knowledge & Experience Requirements: 

• 10 years working experience as an engineer in the mining industry 
• Understanding of the theory of planned maintenance systems (RCM) and their practical application. Familiar with condition monitoring techniques. 
• Practical experience in managing shafts, process plants and general surface maintenance responsibilities. 
• Sound knowledge of planning systems - budget planning and controls, labour planning and controls, capital management 
• Exposure to the management of conflicting priorities and situations 
• Exposure to the challenges of operating in remote sites and in particular developing countries 
• Sound Maintenance Planning skills 
• Sound management skills 
• Sound experience in analytical troubleshooting 
• Excellent ability to read and understand engineering drawings 
• Sound interpersonal and management skills with the ability to lead and motivate a team of employees to achieve optimisation of equipment and business targets
