an experienced Project Manager WASH (MKAJI Project Tanzania)
Simavi is an ambitious, growing development organization. Together with local partners we improve the health of people in the poorest regions in developing countries. We take care of safe drinking water, sustainable sanitation, hygiene, and sexual and reproductive health and rights. With more than one hundred partners we offer support to communities in nine countries in Africa and Asia. We influence the policies of governments to take into account the health of the poorest people. We campaign to engage the general public and involve them in what we do. We are lead agent of the WASH (Water, Sanitation and Hygiene) Alliance, member of the SRHR (Sexual and Reproductive Health and Rights) Alliance and are cooperating closely with the private sector.
MKAJI Project
Simavi has been granted funds from the Swiss Development Cooperation (SDC) to implement the ‘MKAJI’ Programme. The general objective of the project is to improve access to water and hygiene promotion in selected primary health facilities in Dodoma Region. More specifically, the programme will:
- Improve access to water and sanitation facilities in selected public primary health facilities
- ·Strengthen the governance and community participation in management of the water facilities at public primary health facilities
- ·Promote hygiene measures and practices at the public primary health facilities and wider communities
- ·Integrate gender and social accountability aspects in the implementation process
This is a multi-year project to be implemented in all seven districts of Dodoma Region, Tanzania. The project will be implemented by Simavi, three local Tanzanian partners (CBHCC, UFUNDIKO and PATUTA) and one Dutch partner (the engineering company Witteveen+Bos).
In the past six months, Simavi and the project partners have conducted an Inception Study to collect Baseline information, select the health facilities to be targeted by the project and elaborate a detailed project plan and –budget. These documents provide the basis for project implementation.
To implement the project effectively, Simavi will establish a field office in Dodoma town. For this office Simavi is currently looking for a Project Manager.
Purpose of the position
The Project Manager will be responsible for management of the MKAJI programme, most importantly:
- Setting up and registering the Simavi Programme Office in Dodoma, and liaising with all stakeholders (programme partners, SDC, district/regional and national authorities, private sector and communities)
- Establishment of the contracts with the local project partners CBHCC, UFUNDIKO and PATUTA and contract management
- Supervision of project implementation, monitoring project progress, technical backstopping of partners
- Day-to-day project coordination, ensuring that the project runs according to quality standards and meets targets on time or signal major bottlenecks / delays in achievement of project results on time
- Adequate management of the project budget, financial reporting
- Project monitoring, evaluation and (coordination) of mid-term and end-of-term impact measurement at different levels (regional-, district-, community-)
- Timely delivery of annual project reports and annual project plans to Simavi Netherlands
The first project year, the Project Manager will dedicate her/ his time for 100% (1 FTE) to the above mentioned project management related tasks. However, in the second project year (provided that the project meets its targets), extra ‘non project management’ related tasks might be requested, including:
- Maintain networks and partnerships and facilitate appropriate communication; build-up relevant networks and external relations and partnerships, relevant for programme development and programme funding
- Identify, raise and manage programme funding; identification of opportunities for new programme funding, preparation of proposals in collaboration with the Institutional Fundraiser at Simavi Netherlands and management of the funding (if approved)
- Develop and implement advocacy plans in the field of WASH; build networks and partnerships relevant for policy influencing and represent Simavi in those networks and partnerships.
Position within the organisation
The Project Manager is a senior position in the organisation. (S)he will be based in the MKAJI Programme Office (to be established in Dodoma by the Project Manager) and report to the Director Programmes of Simavi Netherlands. S(h)e will be based in Dodoma, but be part of the Simavi programme department.
Personal profile
- Willingness to be based in Dodoma, with frequent travel to all districts of Dodoma Region and occasionally to Dar es Salaam.
- Academic degree in a relevant social or technical discipline, preferably in the field of Water, Sanitation and Hygiene
- Minimum of 5 years experience in project management, preferably in the field of Water, Sanitation and Hygiene, preferably in an African context
- Demonstrated track record of successful project management - please provide concrete examples in CV or motivation letter, describing size of the project, the results and their current status
- Ability to understand technical descriptions of construction/ rehabilitation works of small scale drinking water systems
- Ambitious and results-oriented, hands-on and ‘can-do’ mentality yet attentive to potential pitfalls in achievement of project results and sustainability
- Ability to work with programme planning tools and monitoring systems
- Experience in working with local partner organisations and local authorities, strong networker
- Excellent verbal and written culture-specific communication skills in English and Dutch, knowledge of Swahili is an advantage
Simavi offers
- An interesting position in principle for the period of 1 year (with the possibility to extend) , starting from April 2014 in a dynamic and international working environment, with substantial personal freedom;
- A gross monthly salary between € 3000,- and € 4200,- on a fulltime basis of 36 hours depending on level of experience;
