Background

Tanzania has held four credible general elections since the reintroduction of multi-party politics in 1992. Citizens and the government are eager to maintain this track record and to further strengthen democratic practice in Tanzania. Looking to the 2015 general election, government has undertaken early and comprehensive preparations for the electoral processes. Since receipt of official requests for UN assistance to the election cycle leading to the 2015 general election from the National Election Commission (NEC) and Zanzibar Electoral Commission (ZEC), a UN Needs Assessment Mission recommended the development of a project in support of the national efforts.
In addition, in 2014 the United Republic of Tanzania will likely conduct a first national referendum on a new constitution. The EMBs and other stakeholders in preparing for these critical events have requested the assistance of UNDP to provide technical support to the preparation and execution of this referendum.
To these ends, the Democratic Empowerment Project is a four year (2013-2016) UNDP, UN One Fund and other donor-funded project with the overall aim of contributing to Tanzania’s UNDAP’s Outcome 7: i.e. “Key institutions of democracy, (i.e. EMBs, etc.) effectively implement their election and political functions”. UN Women and UNESCO are implementing partners in a One UN Country Team context.

Duties and Responsibilities
|
Finalize the DEP M&E Framework
Review and revise the project’s M&E Framework ensuring it is consistent with the relevant sections of the project document, the approved project work plan, and where relevant to the UNDP Handbook on Planning Monitoring and Evaluation. The consultant must ensure that the M&E Framework is gender-responsive throughout, and that clear reference is made to the target groups that DEP is attempting to reach and include (women, youth, people with disabilities). Where possible, data and indicators should be disaggregated to reflect targeting of these disadvantaged groups.
In consultation with the DEP management team and DEP technical staff, NEC/ZEC, and UNDP Country Office:
Review the project Results Framework:
- Provide technical advice for the improvement of results indicators, ensuring they are time-bound and responsive to gender and to target groups;
- Identify sources of data, data sourcing methods and draft the overall approach to the collection of data;
- Propose targets for each results indicator.
Operational plan for monitoring
Develop an operational plan for conducting monitoring in DEP, to include:
- A schedule of monitoring activities/events;
- Roles and responsibilities of staff for conducting monitoring;
- Workflows, preferably presented visually.
Develop the tools and define the data sources to be used. These must be easy to use for staff unfamiliar with conducting monitoring.
Review and Finalize the Design Matrix for Evaluation:
- Develop the questions (general and specific) that will be addressed in the project mid-term and final evaluation.
Baseline survey design
- Develop detailed terms of reference for a baseline survey, identifying the requirements for collecting baseline data and what types of data should be collected (with reference to the proposed results indicators);
- Support the commissioning of the baseline survey by DEP, if required;
- Collect any appropriate sources of baseline data.
M&E Overview document
- Develop an M&E Framework Overview document that describes the M&E system and its components. This should be written in a clear and accessible style.
Familiarise DEP staff on how to conduct monitoring as part of their work.
Verification meeting
- Facilitate a verification meeting with selected staff from DEP, UNDP Country Office, and appropriate officers from NEC and ZEC. The purpose of the meeting will be to present the outputs of the consultancy, and to focus discussion particularly on agreeing the proposed results, indicators, and roles and responsibilities for M&E;
- The consultant will update the M&E Framework following the verification meeting.
Logistical support will be provided by DEP for arranging this meeting.

Required Skills and Experience
|
Education:
- A university degree in social sciences, ideally development studies, economics or statistics, or other area relevant to the assignment.
Experience:
- At least 7 years’ relevant experience in Monitoring and Evaluation of development projects & programmes, including experience with the folowing:
- The logical framework approach and other strategic planning approaches;
- M&E methods and approaches (including quantitative, qualitative and participatory);
- Planning, design and implementation of M&E systems and baseline surveys.
- Facilitating training on M&E approaches;
- A variety of methods for analysis of quantitative and qualitative data;
- Solid understanding of mainstreaming of equity issues for gender, youth and PWDs into M&E frameworks;
- Experience in democratic governance and/or election administration programming preferred;
- Good knowledge and understanding of UNDP or major donor policies and practice on M&E;
- Work experience in East Africa will be an asset.
Language:
- A high level of written and spoken English is essential.
