Job Title: P & C Manager (National Office Operations)
Reports to: P&C Director (and regularly liaising with the P&C Manager-Field Office Operations, Senior Legal Officer, Staffing & Recruitment Specialist, OD & Capacity building Specialist).
Location: Head Office - Arusha
Purpose of Position
Provide P&C strategic, technical and administrative support, while facilitating teamwork that will enhance efficient and effective service delivery necessary to maintain a healthy People & culture environment, to all stakeholders that include:
• All WV Tanzania - based national hired / international staff and regional international staff hosted in Tanzania.
Observe mission and core values of World Vision and demonstrate quality of spiritual life that is an example to others.
Major Responsibilities:
Coordination of acquisition of national hired staff (Recruitment)
• P&C Business Partnering with line managers on the acquisition of staff
• Monitor development and tracking of recruitment plans
• Fill vacant positions within the timeline and with quality staff
• Provide technical support in staff orientations
• Develop and implement job specialized interview assessment tests
• Manage and provide support in developing manpower plans as well as participate in the project proposal development process for to capture national hired staffing needs for recruitment planning (or early warning recruitments).
Performance Management
• Monitor the setting of performance agreements for national hired staff based in the National office and in the field offices.
• Ensure all national hired staff are trained and coached on performance management as well as facilitate capacity building to line managers on performance management.
• Ensure mid-year review and annual performance appraisals are done accordingly and an analysis is provided within the required deadline in alignment with the organization strategy, standards.
• Ensure there is adequate and proper feedback and follow up mechanism on performance progress to all national hired staff of WVT.
• Follow-ups on completion of probationary appraisals within the required time limit (probationary period) and issue of confirmation end/extension letter as well as implementation of any recommendations resulting from the probation.
• Consolidate and provide analysis for national hired staff year end annual performance reviews and recommendations for merit increment.
Team Performance Management
• Facilitate development of performance agreement and individual learning and development plans for NO P&C Officers and P&C assistants.
• Implement identified staff development gaps and couching for NO P&C Team supervised
• Ensure monthly one to one meetings take place with NO P&C team supervised on performance and implementation of agreed action points.
Ensure timely completion of mid-year and annual performance review for NO P&C team supervised and provision of a detailed analysis of the team’s performance to the P&C Director.
Compensation & Benefits
• Monitor the appropriate implementation of various National Hired Staff welfare and benefits such as; medical insurance, GPA and SALTI.
• Ensure that all employment practices, compensation, employee benefits, and human resources programs are within established standards, procedures, guidelines, and policies of WVT and Tanzania labor laws for all national hired staff.
• Ensure (in consultation with the P&C Director) that WVT maintains compensation and benefits package that is equitable and competitive for National Hired staff.
• Provide support in the timely administration of monthly payroll for National Hired staff.
• Coordinate work-related counseling and stress management services for all national hired staff.
Ensure follow up on processing all statutory deduction paid as required in compliance with local laws of Tanzania for all national hired staff e.g. PAYE, NHIF, and NSSF.
Staff Development and Employee Engagement
• Ensure Staff development policy and plans are developed and implemented annually for National Hired staff.
• Facilitate coordination of all national hired staff training in collaboration with respective division (self initiated programs as well as organization programs) as per staff development plans.
• Ensure staffs training needs are identified for national hired staff and appropriate training and development activities are timely implemented.
• Facilitate staff capacity building on HR issues and labor laws for healthy and safe working environment to all staff
• In collaboration with respective division develop a TOT’s in various fields
• Coordinate with external accreditation bodies to ensure that training materials meet accreditation standards
• Keeping records of all training given Coordinating and updating staff development plans as identified from Individual Learning and Development plans
• Guide managers and other employees in matters related to career development, employee relations, workplace ethics and performance management.
Develop and drive employee assistance programmes, career management programmes and improvement in work place environment and facilitate employee engagement within WVT for national hired staff.
Staff Relations
• Provide guidance to all staff on employee relations issues, grievance and disciplinary procedures and promote sound employee relations for national hired staff in WVT.
• Maintain an effective negotiation process and harmonious employee/employer relationship.
• Effective management of disciplinary and grievance issues, and effective communication processes.
• Work as a secretary to the disciplinary hearing convened at the head office.
• Coordinate with the P&C Director in carrying our HR wellbeing surveys.
• Carry out HR field visits to address national hired staff concerns that may need attention and provide support to Zonal P&C.
Keep abreast and updated with the challenges in the labor law and legislations and provide technical guidance to all stakeholders on issues of statutory changes or requirements for decision making.
P&C Networking
Networking with other line managers, HR associations and related institutions or HR staff in other International NGOs or organizations in Tanzania.
P&C Strategic Development and alignment
• Participate in the development and implementation of the P&C division strategic plan, annual operation plan and budgets.
• Develop and Manage P&C Budget for National hired staff
• Keep abreast with strategic P&C issues at NO and RO level and provide input into the development of NO strategic initiatives.
Review, update and maintain WV HR policies and procedures in line with the laws of the land and EARO requirements for alignment purposes.
Reports
• Ensure quality and timely submission of the P&C monthly report for National hired staff (by 25th of the month) which also links to the P&C performance indicators and agreed dashboards.
• Ensure reporting of P&C budget utilization for the existing FY at the end of each quarter for decision making and planning in the next quarter.
Management of Existing P&C process & Systems
• Provide management of existing national hired staff P&C processes and systems to ensure effective P&C service delivery.
• Monitor the implementation of the People and Culture Information System (PCIS) / Our People ensuring data for national hired staff is as accurate as possible.
International Staff Care
• Support the P&C Director in the management of P&C services for international staff based in Tanzania (as well international staff on secondment to WV Tanzania) on work permit processing, contract renewal management, performance management, benefits administration, facilitating housing and any other entailments in accordance to WV policy.
• Provide technical P&C support in the absence other P&C Manager (FO Operations).
• Support the P&C Director on assigned tasks or projects.
Support WV Child Protection initiatives, orientation, and monitoring and compliance standards required for National
Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
Minimum Qualification required: MA Human Resources, Public Administration, MBA, or related field Human Resources, MPA HRM (Public Administration).
Experience: 5yrs in Human Resource Management
Preferred: 3 years HRM experience in a large International NGO
Technical Skills & Abilities:
Good knowledge of normal organizational policies, Tanzania labor law and legal requirements
Good skills in conflict resolution/problem solving, teamwork, crisis management, training facilitation and coaching.
Good interpersonal skills and effective communication skills
Good understanding of World Vision operations
Ability to maintain effective working relationships with staff and partners at all levels
Excellent interpersonal and coaching skills.
Ability to work with various departments and foster teamwork.
Ability to work independently with minimal supervision.
Skills in database management and record keeping.
Ability to maintain the highly confidential nature of human resources work

Working Environment / Conditions:
• Work environment: Office-based some travel to the field
• Travel: 10% Domestic/international travel is required.
• On call: 20%
