TANZANIA PUBLIC SERVICE COLLEGE JOBS JAN 2014

The Tanzania Public Service College (TPSC) is a Government Executive Agency established in 2000 as a direct response to fill a void for a sustainable public service training institution. TPSC offers programmes that are directly linked to Government business agenda and demand driven. As the demands for the public service to offer quality services at affordable costs increase, it is imperative that the service should be staffed with competent personnel. Hence, TPSC’s core business is to develop the appropriate public service competences, which will transform the service into effective and efficient machinery that will strive to meet citizen’s needs in terms of services. TPSC’s Mission is to improve the quality, efficiency and effectiveness of the public service of Tanzania by providing comprehensive training, consultancy and applied research interventions.Currently, TPSC has campuses at Dar-Es-Salaam, Tabora, Mtwara, Singida and Tanga. The demand for TPSC’s products and services has increased over the years and there is need to staff these campuses with the right candidates, who have the knowledge, skills, attitudes and behaviors (competences) commensurate with a government owned institution. 10.1 SENIOR ACCOUNTANT – 1 POST (RE-ADVERTISED). 10.1.1 DUTIES AND RESPONSIBILITIES
Ensures revenue and expenditures are properly accounted for and appropriately recorded;

Verifies account reconciliations including bank and revenue reconciliations

Effects payments of various types as may be directed by the Supervisor;

Prepares the Trial Balance, accounting schedules and related statements;

Ensures sound internal controls are in place to safeguard TPSC’s resources;

Oversees development and implementation of performance targets;

Attends to External Auditors queries,.

Mentors junior staff,

Certifies payments and ensure that accounting procedures are adhered,

Assists in preparing business plans and budget,

Compiles and prepares annual financial reports for the institution,

Implements sound financial policies and procedures in the college,

Maintains proper records of debtors and creditors.

10.1.2 QUALIFICATIONS AND EXPERIENCE

Masters Degree in Accounting & Finance.

CPA (T) or equivalent qualification and registered as Associate Certified Public

Accountant.

Post qualification related work experience of a minimum of seven years as an Accountant in a reputable organization.

Competence in using Accounting packages (preferable Epicor 9, IPSAS, IFRS or Tally); together with other financial management systems applicable in the

Tanzanian Public Service.

10.1.3 REMUNARATION:

10.2 ASSISTANT LECTURER PROCUREMENT & SUPPLIES MANAGEMENT – 3 POSTS

10.2.2 QUALIFICATION AND EXPERIENCE

Master’s Degree in procurement & supplies management or related qualification with a GPA of 3.5 and above at undergraduate level. The candidate should be eligible for registration as technical teacher.
Working experience of at least 2 years in the public service will be an added advantage.

10.3 ASSISTANT LECTURER ACCOUNTING & FINANCE – 2 POSTS

10.3.1 DUTIES AND RESPONSIBILITIES

Conduct short and long term courses

Prepares learning resources for tutorial exercise

Conducts research, seminars and case studies

Carries out under supervision consultancy and community services

10.3.2 QUALIFICATION AND EXPERIENCE

Master’s Degree in Accounting & Finance or related qualification with a GPA of 3.5 and above at undergraduate level. The candidate should be eligible for registration as technical teacher.
Working experience of at least 2 years in the public service will be an added advantage.

10.4 ASSISTANT  LECTURER  INFORMATION  COMMUNICATION  TECHNOLOGY  -

ICT – 3 POSTS

10.4.1 DUTIES AND RESPONSIBILITIES

Conduct short and long term courses

Prepares learning resources for tutorial exercise

Conducts research, seminars and case studies

Carries out under supervision consultancy and community services

Supervises students project

Prepares teaching manuals

10.4.2 QUALIFICATION AND EXPERIENCE

Master’s Degree in Information Communication Technology - ICT or related qualification with a GPA of 3.5 and above at undergraduate level . The candidate should be eligible for registration as technical teacher.
Working experience of at least 2 years in the public service will be an added advantage.


10.5 ASSISTANT LECTURER LAW – 1 POST

10.5.1 DUTIES AND RESPONSIBILITIES

Conduct short and long term courses

Prepares learning resources for tutorial exercise

Conducts research, seminars and case studies

Carries out under supervision consultancy and community services

Supervises students project

Prepares teaching manuals

10.5.2 QUALIFICATION AND EXPERIENCE

Master’s Degree in Law or related qualification with a GPA of 3.5 and above at undergraduate level. The candidate should be eligible for registration as technical teacher.
Working experience of at least 2 years in the public service will be an added advantage.

10.6 ASSISTANT LECTURER ECONOMICS/PROJECT MANAGEMENT – 1 POST 10.6.1 DUTIES AND RESPONSIBILITIES

10.6.2 QUALIFICATION AND EXPERIENCE

Master’s Degree in Economics/Project Management or related qualification with a GPA of 3.5 and above at undergraduate level . The candidate should be eligible for registration as technical teacher.
Working experience of at least 2 years in the public service will be an added advantage.

10.7 TUTORIAL ASSISTANT RECORDS AND ARCHIVES MANAGEMENT – 3 POSTS 10.7.1 DUTIES AND RESPONSIBILITIES
Conduct short and long term courses;

Teaching up to NTA level 6  and may assist in teaching higher NTA levels;
Prepares learning resources for tutorial exercise;

10.7.2 QUALIFICATION AND EXPERIENCE

Bachelor Degree with upper second and above in the field of Records and Archives

Management.

The candidate should be eligible for registration as a technical teacher.

10.8 TUTORIAL ASSISTANT LIBRARY AND INFORMATION STUDIES - 1 POST 10.8.1 DUTIES AND RESPONSIBILITIES
Conduct short and long term courses;

Teaching up to NTA level 6  and may assist in teaching higher NTA levels;
Prepares learning resources for tutorial exercise;
Conducts research, seminars and case studies;
Carries out under supervision consultancy and community services;
Supervises students project;
Prepares teaching manuals; and
Perform any other related duties as may be assigned by his/ her supervisor.

10.8.2 QUALIFICATION AND EXPERIENCE

Bachelor Degree with upper second and above in the field of Library and information studies.

The candidate should be eligible for registration as a technical teacher.

10.9 TUTORIAL ASSISTANT LAW - 1 POST

10.9.1 DUTIES AND RESPONSIBILITIES

Conduct short and long term courses;

Teaching up to NTA level 6  and may assist in teaching higher NTA levels;
Prepares learning resources for tutorial exercise;
Conducts research, seminars and case studies;

10.9.2 QUALIFICATION AND EXPERIENCE

Bachelor Degree with upper second and above in the field of Law.

The candidate should be eligible for registration as a technical teacher.


10.10 SENIOR TUTOR GRADE II RECORDS AND ARCHIVES MANAGEMENT – 1 POST
10.10.1 DUTIES AND RESPONSIBILITIES

Teaching up to NTA level 6  and may assist in teaching higher NTA levels

Conducts examinations up to NTA level 6
Prepares learning resources and for practical exercise
Assist in supervision of examinations
Conducts researches
Conducts Consultancies

10.10.2 QUALIFICATION AND EXPERIENCE

Bachelor Degree in Records and Archives Management or relevant qualification, eligible for registration as technical teachers.

Work experience of at least 3 years in the public service will be an added advantage.

10.11 SENIOR TUTOR GRADE II INFORMATION COMMUNICATION TECHNOLOGY - ICT – 1 POST

10.11.1 DUTIES AND RESPONSIBILITIES

Teaching up to NTA level 6  and may assist in teaching higher NTA levels

Conducts examinations up to NTA level 6
Prepares learning resources and for practical exercise
Assist in supervision of examinations
Conducts researches
Conducts Consultancies

10.11.2 QUALIFICATION AND EXPERIENCE

Bachelor Degree in Information Communication Technology -ICT or relevant qualification with at least GPA 3.5, eligible for registration as technical teachers.

Work experience of at least 3 years in the public service.

10.12 TUTOR GRADE II RECORDS AND ARCHIVES OR INFORMATION MANAGEMENT - 1 POST
10.12.1 DUTIES AND RESPONSIBILITIES

Teaching up to NTA level 6  and may assist in teaching higher NTA levels

Administers examinations up to NTA level 6 students
Prepares learning resources and for practical exercise
Assist in supervision of examinations
Conducts researches
Conducts Consultancies

Supervises and assists junior staff; and
Performs any duties related to the above as assigned by supervisors

10.12.2 QUALIFICATION AND EXPERIENCE

Bachelor Degree either in Records and Archives or Information Management or related field with at least GPA 3.5, eligible for registration as technical teachers.

Work experience of at least 3 years in the public service will be an added advantage.

10.13 TUTOR GRADE II OFFICE MANAGEMENT/SECRETARIAL STUDIES - 1 POST

10.13.1 DUTIES AND RESPONSIBILITIES

Teaching up to NTA level 6  and may assist in teaching higher NTA levels

Administers examinations up to NTA level 6 students
Prepares learning resources and for practical exercise
Assist in supervision of examinations
Conducts researches
Conducts Consultancies
Supervises field training,
Supervises and assists junior staff; and
Performs any duties related to the above as assigned by supervisors

10.13.2 QUALIFICATION AND EXPERIENCE

Bachelor Degree either in Office Management/Secretarial Studies or relevant field with at least GPA 3.5, eligible for registration as technical teachers.

Work experience of at least 3 years in the public service will be an added advantage.

10.14 SENIOR ADMISSION, EXAMINATION AND CERTIFICATION OFFICER – 01 POST
10.14.1 DUTIES AND RESPONSIBILITIES

Implements systems, procedures and standards for admissions, examinations & certifications in the campus

Keeps database of all students in the campus.
Liaison person in all matters pertaining to curriculum development and submission of students information to NACTE

Participates in determining enrolments budgets in a semester in all programmes in the campus.

Teaches NTA up to Level 8
Supervises students fields and project reports
Conducts Research and Consultancy in respective field
Performs any other duty related to the above as may be assigned by his/her supervisor.


10.14.2 QUALIFICATIONS AND EXPERIENCE

Master Degree either in Education Management/Administration, Statistics, Computer science or database management from a recognized institution,

With at least six (6) years related work experience in a reputable training institution.


10.15 ADMISSION & EXAMINATION OFFICER - 01 POSTS

10.15.1 DUTIES AND RESPONSIBILITIES

Performs admission functions

Allocates students in respective NTA Levels according to professions
Assists in determination of enrolments budgets in a semester in all programmes.
Prepares report of registered students for other use/decision making processes.
Coordinates students’ orientation program in liaison with dean of students.
Teaches up to NTA level 6
Supervises students’ field and project reports

10.15.2 QUALIFICATIONS AND EXPERIENCE

Bachelor Degree either in mathematics or statistics from a recognized institution.

Experiences in admission/examination functions will be an added advantage.


10.16 SENIOR LIBRARY OFFICER – 2 POSTS

10.16.1 DUTIES AND RESPONSIBILITIES

Assists in preparation of reference materials to students & academic staff

Identifies reading materials for users
Registers new Library Users
Assists Library users in searching of relevant information
Supervises implementation of library rules and regulations
Selects materials relevant to library users
Receives and processes library materials

10.16.2 QUALIFICATIONS AND EXPERIENCE

Bachelor Degree in Library and Information Studies or equivalent from a recognized institution.

Five (5) years’ experiences as Library Officer in in a reputable institution. Computer knowledge will be an added advantage.

10.17 PLANNING, MONITORING & EVALUATION OFFICER – 1 POST

10.17.1 DUTIES AND RESPONSIBILITIES

Assists in preparation of periodic performance reports for the campus

Assists in collections and compilation of data of the campus activities


Assists in collections of Information on students and staff;

Assists in preparing profiles and bring together available statistics on the activities and resources of each Department

Assists in interpreting and analyzing data for plan formulation

10.17.2 QUALIFICATIONS AND EXPERIENCE

Bachelor Degree or Advanced Diploma either in Economic Planning, Educational

Planning, Statistics or database management or equivalent from a recognized institution

10.18 SENIOR OFFICE SECRETARY - 2 POSTS

10.18.1 DUTIES AND RESPONSIBILITIES

Performs typing duties

Facilitates communication
Protects the image of the organization
Facilitates meetings, social functions and travel arrangements of the boss
Coaches junior staff
Responds routine correspondence

10.18.2 QUALIFICATION AND EXPERIENCE

Diploma in Office Management and Administration/Secretarial studies, who have attained Shorthand/hatimkato skills of 100 or 120w.p.m, typing speed 50 w.p.m and above, attended Management for Executive Assistants Course stage I,
With a proven work experience of a minimum of three (3) years as Office Secretary in a reputable institution.

10.19 RECORDS MANAGEMENT ASSISTANT – 1 POSTS

10.19.1 DUTIES AND RESPONSIBILITIES

Prepares file register

Receives letters from customers and records them in relevant register.
Opens and stamps all mails collected from the post office/delivered daily
Keeps in safe custody files and documents
Maintains records of file movements/traces missing files
Takes daily note of files in various offices to up-date the file movement

10.19.2 QUALIFICATIONS AND EXPERIENCE

Certificate in Records and Archives Management or equivalent qualifications from a recognized institution.

10.20 DRIVERS - 4 POSTS.

10.20.1 DUTIES AND RESPONSIBILITIES

Checks vehicle every morning to ensure it is fit to be driven before driving.

Drives vehicle safely taking into account traffic laws, safety of passengers and other road users and value of the vehicle.

Parks vehicle at safe locations to ensure it is not stolen or vandalized.
Fills logbook regularly for effective control of running costs of the vehicle.
Timely requisition of fuel and reporting vehicle physical damage to the Senior Driver.

10.20.2 QUALIFICATIONS AND EXPERIENCE

Holder of Form IV Secondary School Education and Class C valid driving license and a Trade test III or Advanced Drivers Certificate Grade I from a recognized institution like VETA/NIT,
With a minimum of three (3) years clean driving experience record in a reputable institution.


10.21 SENIOR OFFICE ASSISTANT – 1 POST 10.21.1 DUTIES AND RESPONSIBILITIES
 Cleans tea accessories, prepares and serves tea/coffee to staff

 Distributes official letters and documents in offices as instructed by superiors
 Collects mails from the Post Office
 Photocopies documents according to instructions from superiors

10.21.2 QUALIFICATION AND EXPERIENCE

National Form IV Secondary Education with a certificate in Environment maintenance from VETA or equivalent, coupled with a minimum of five (5) years’ work experience in a reputable organization.


10.22 OFFICE ASSISTANT – 2 POSTS

10.22.1 DUTIES AND RESPONSIBILITIES

Assists in organizing meeting arrangements when needed.

Distributes mails internally to respective offices & staff.
Duplicates documents, such as circulars and other publications.
Circulates files and documents internally to respective staff.
Prepares and serves tea and refreshments to staff during meetings and/or workshops.


10.22.2 QUALIFICATION AND EXPERIENCE

Form  IV  Secondary  School  Education  Certificate.  Environment  maintenance

Certificate from VETA or equivalent.
