Proposal SummaryIBTCI is currently seeking a Technical Advisor, Gender for an anticipated Monitoring & Evaluation Project in Tanzania. The project is contracted by USAID Tanzania and is for a period of three years, with 2 additional option years, for a total period of up to five years. The purpose of the contract is to support USAID/Tanzania to improve upon and implement the Tanzania Mission’s Monitoring and Evaluation (M&E) system.
Position SummaryThe Technical Advisor, Gender will provide leadership, direction, and coordination to integrate and strengthen the use of gender tools and analyses to collect, analyze and disseminate monitoring and evaluation data, ensuring that women, men, boys and girls will have their different needs analyzed and addressed across USAID Tanzania’s portfolio. In collaboration with implementing partners and other stakeholders, the incumbent will undertake gender analysis and develop tools to enhance and expand on existing gender analysis to better understand the context and dynamics at play related to gender, democracy and governance, health, education, food security, infrastructure, agriculture and the environment in Tanzania. In addition, the Technical Advisor, Gender will lead development and coordination of capacity building for project staff, government officials, implementing partners and USAID staff.
Qualifications: The Technical Advisor, Gender will have at a minimum the following qualifications:
• Master’s Degree in International Development/Gender/Public Health or related field and 3 – 5 years field experience
• or Bachelors Degree and at least 10 years field experience.
• Background/qualifications in gender transformative programming & gender analysis
• Minimum of 5 years experience with M&E of donor funded projects; USAID experience is an advantage.
• Demonstrated ability to collaborate with diverse teams and effectively communicate new or sensitive topics.
• Knowledge and experience with participatory planning methodologies that promote learning and social change
• Excellent interpersonal and team work skills
• Fluency in English (written and spoken) required; fluency in Kiswahili preferred.
