Background:
IRC Tanzania is present in the Kigoma Region, Northwestern Tanzania, providing services in Nyarugusu refugee camp in Kasulu District and at a transit centre in Kigoma town. Approximately 70,000 refugees, the vast majority from Democratic Republic of Congo (DRC) receive protection and basic assistance in the areas of Child and Youth Protection and Development, Community based rehabilitation for persons with disabilities and special needs, and Gender based violence / Women’s protection and empowerment (WPE).
The GBV Program seeks to improve the protection of women and girls in the Tanzania refugee camp and at the transit center through supporting measures to prevent GBV, raise awareness and respond to current and emerging needs through a multi-sector approach.
Scope of work:
This role will be responsible for the overall development and implementation of quality GBV programs, in compliance with donor requirements and current programming strategy. S/he will lead GBV/WPE program design including proposal development; ensure that the objectives of the program are met in a timely manner and are being monitored and evaluated effectively; ensure that GBV staff receive appropriate mentorship and professional development and that a positive team spirit is fostered encouraging innovative and quality programming. Additionally, the GBV Manager will collaborate with other sectors to ensure that protection and empowerment of women and girls is consistently mainstreamed across IRC sectors.
The GBV Manager will report to the Program Coordinator (PC) based in Kasulu. Technical support is provided by the Women’s Protection and Empowerment (WPE) Technical Advisor. S/he will also work closely with the Grants Manager and M&E Coordinator on program funding, donor compliance and M&E.
Key Responsibilities
- Participate in the implementation of the IRC Tanzania Country Program Strategic Plan (CPSP) and lead the design and implementation of the GBV country sector strategy, in line with the IRC Program Framework, the IRC Global WPE strategy and the CPSP.
- Identify, develop and implement programmatic linkages between GBV/WPE and other IRC sectors
- Contribute to the improvement of program quality and delivery through development and implementation of new approaches and methods for prevention of GBV;
- Research, collect, and analyze data to inform program design and proposal development, including needs assessments and program evaluation;
- Design and implementation of context specific and culturally appropriate tools for combating harmful traditional practices to prevent GBV and ensure protection of women’s rights.
- Collaborate with PC and other sector heads to ensure cross-sectoral case management coordination.
- Ensure mainstreaming of women and girls’ protection and empowerment across sectors.
- Ensure that the implementation of the GBV activities meets international standards and follows standard operational procedures for GBV/WPE, through technical support , mentoring and training of the GBV team.
- Report and evaluate program outcomes and impact against objectives and indicators;
- Roll-out and oversee the implementation of a GBV Information Management System
- In close collaboration with the M&E Coordinator, address gaps in data collection and develop tools and systems to ensure quality and consistent program monitoring and reporting;
- Ensure timely submission of all program reports and quality of program data, in compliance with donor requirements
- Conduct regular meetings with project staff and community members to assess progress toward objectives, discuss issues and assist in finding solutions to challenges identified.
Requirements
- Masters degree preferred (Social Work, International Relations/Development, Humanities, International Law, or related field);
- 2-3 years program management experience, including at least 2 years implementing GBV programs in an emergency and/or post-conflict environment;
- International experience with preference in Africa
- Experience working in refugee camp settings a plus.
- Experience from working with GBV Information management systems a plus
- Strong people management skills: the ability to effectively lead and supervise staff;
- Fluency in English; ability to communicate in Swahili or French a plus;
- Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced and detail-oriented team environment; experience working in difficult locations; ability to be resourceful and flexible in a limited resource environment.
- Good computer skills: excellent knowledge of MS Word, Excel, powerpoint and email/internet software.
Work Environment:
The position is based in the rural town of Kasulu in Tanzania’s northwest Kigoma region, and requires regular monitoring visits to the refugee camp of Nyarugusu. It is unaccompanied position with modest shared housing facility. General security situation in Tanzania is calm.
