Job Summary
The Senior Award and Project Management Officer is the central resource for the overall post-award coordination of Award Management and Project Management, and providing support and assistance in both areas to Foundation staff. The AM/PM Senior Officer will report to the VP, Program Implementation and Country Management.
Job Responsibilities:
Oversight of Award Management at the Foundation: •Serve as the central resource for support to Award Managers, Country Directors, and other Foundation staff by providing advice, tools, and techniques as it pertains to donor relationships and managing awards; •Serve as one of the Foundation’s resources and experts on donor trends, policies, and developments for award management; •In collaboration with the relevant units and Senior Leadership, coordinate and help to resolve issues with awards and donors, as they arise; •Continue the process of establishing systems, processes and procedures to effectively build core capacity in Award Management at the Global and Country levels; •Provide direct support to Award Managers, Country Directors and other staff on key deliverables for awards, such as Continuation Applications and renewals; •Identify gaps in Award management capacity at the Foundation, and, in collaboration with the Awards & Compliance unit, develop appropriate trainings and materials to support capacity building; •Provide Award Management support to a small number of Private awards (TBD) •Work with the VP, PICM and Country Directors to identify new Award Managers for all incoming awards; •Provides support to proposal development teams in relation to award and project management when needed; •Meet with Award Managers periodically to ensure that they are aware of their responsibilities and supporting awards, as needed.
Project Management Oversight and Technical Assistance:
Technical Assistance for Project management is a new area at the Foundation. However, as the Foundation transitioned from Global awards to bilateral awards in the last two years, project management is an increasingly essential skill for Country Directors, Country Officers, Technical Directors and other program staff. Project management includes many areas, such as: •combining multiple donor-funded projects into a cohesive and comprehensive country program; •minimizing duplication of activities, staffing, and materials through improved coordination across projects and country planning; •leveraging resources, staff and lessons learned from one project to use for another; and •identifying and implementing tools, software and resources for project managers.
The AM/PM Senior Manager will: •identify key capacity gaps and areas for improved project management at the Foundation; •identify and implement systems and processes to support program staff to improve project management; •provide technical assistance to program staff to improve project management; •compile resources, such as project management tools and resources, to support project management capacity building; •support Country teams to develop annual country program management work plans, a comprehensive work plan for all country projects
Required Qualifications •8-10 years experience managing/implementing donor-funded programs; •Substantial experience working with a variety of donors, such as USAID, CDC, UN agencies, the World Bank, Global Fund, the Gates Foundation, and other Foundations and corporations; •Proven prior award and project management experience and skills; •Proven working knowledge of project management tools and software; •Strong organization and coordination skills; •Ability to work with and coordinate a variety of individuals from different units, including finance, compliance, human resources, policy, technical and programmatic, and communications; •Demonstrated ability to coordinate and manage multiple donor-funded projects; •Experience providing technical assistance to Country programs from a distance; •Self-directed and self-motivated; •Compliance experience with U.S. Government awards a plus; •Very strong team player with proven communication, diplomacy, and problem solving skills
