The African Union Interafrican Bureau for Animal Resources (AU-IBAR) aims to provide leadership in the development of animal resources for Africa. By supporting and empowering the African Union member states and the Regional Economic Communities (RECs). AU-IBAR’s vision is of an Africa free from hunger and poverty in which animal resources make a significant contribution within the global arena. Founded in 1951 to study the epidemiological situation and fight rinderpest in Africa, AU-IBAR’s mandate covers all aspects of animal resources, including livestock, fisheries and wildlife, across the entire African continent, but fills a unique and strategic niche by working at continental and regional levels, with the RECs being key partners.
For the implementation of the Project "African reference laboratory (with satellite stations) for the management of pollinator bee diseases and pests for food security"funded by the European Union, AU-IBAR seek the services of a Project officer to coordinate its component of the project
The initiative by icipe and AU-IBAR for research, development, advocacy, capacity building and strategic networking for honeybee diseases and pests in Africa proposes a coordinated action along the bee health service chain. The EU contribution will support the supply of equipment and refurbishing, capacity building and provision of expertise. This reference laboratory will contribute to agricultural and rural growth and poverty reduction through research, capacity building and policy dialogue. There is a need not only to understand the economic impact of pollination services provided by pollinator bees, and pests and diseases affecting beehives in Africa, but how this knowledge can be incorporated into country development strategies so that African nations can achieve their development goals in beekeeping and prevent/protect past and current investments in the bee sector.
Piloting policy and best practice options that are generated by the research would help to scale up the research findings and identify gaps for further research. In addition, documentation and development of promotional materials in this regard will provide a strong basis for raising awareness and buildingcapacity, for advocacy and promoting uptake and wider appreciation.

Major duties and responsibilities
Under the overall supervision of the Chief Animal Production Officer at AU-IBAR, the incumbent will provide coordination of project activities under AU-IBAR component of the project and ensure day-to-day management of the project activities. He/she shall report to the Chief Animal Production Officer at AU-IBAR for the day-to-day management tasks and perform the following:
• Assist the Chief Animal Production Officer to develop working procedures and contractual arrangements with the implementing partners.
• Assist the Chief Animal Production Officer to ensure effective use of the project’s human, financial and technical resources
• Providing technical backstopping to the MS and RECs for the implementation of activities to improve their capacities to support Member States in the Project-related fields;
• Brand the project and liaise with implementing partners, IBAR, steering committee, and all other identified stakeholders during the execution of the project;
• Assure effective communication to all stakeholders on the programme on wider technical issues
• Identify technical or functional problems and implement corrective measures as required
• Propose amendments to assure that project objectives can be met
• Prepare reports according to agreed formats and standards to IBAR, steering committee and donors
• Assist in organizing steering committee meetings and other technical and coordination meetings
Perform all other duties as requested by the Chief Animal Production Officer or the Director
Qualifications
The incumbent should have an advanced university degree (Msc) in veterinary science, animal science and / or a closely related field. A PhD will be an added advantage
Experience
• At least seven years proven working experience in natural resources management sector with a sound understanding of beekeeping and apiculture development
• At least three years in development projects
• Proven working experience on policy analysis and formulation is highly desirable
• Experience in dealing with senior government and international organization officials
Skills and competencies
• Diplomacy and good negotiating skills necessary for dealing with senior officials in Government and donor/development organizations;
• Good networking skills and ability to maintain positive and constructive dialogue and relationships with key institutions operating on the continent;
• Self-starter with the ability to strategically plan own work;
• Very strong writing, analytical and communication skills are necessary.
• Demonstrated ability to provide strong leadership skills and foster team work is required.
Language requirement
Proficiency in one of the African Union working languages is a requirement. Knowledge of one or more of the other AU working languages would be an added advantage.
Age Requirement
Should be preferably between the age of 35 and 50 years
Tenure of Appointment
The initial appointment will be for 11 months including a 3-month probation period. Contract extension will be subject to performance and availability of funding.

Remuneration
The lump-sum salary attached to this position is an annual lump-sum of USD 81,397.62 inclusive of all allowances for internationally recruited staff, and USD 67,533.59 inclusive of all allowances for locally recruited staff.
