World Lung Foundation seeks an experienced Clinical / Technical Director to ensure the highest possible standards of technical quality of the World Lung Foundation (WLF) Maternal Health Project. Working with guidance from the Project Director, s/he will support the implementation of, and provide technical oversight to the clinical aspects of the project including training, supervision, quality improvement and monitoring. S/he will ensure that the clinical aspects of the Project are implemented according to plan and assist in all aspects of the clinical components of the Project as required.
Specific Responsibilities:
• Oversee the quality of clinical interventions including overall coordination for the development/adaptation of curricula, clinical training, continuing medical education, e-learning, quality assurance, supervision, mentoring, and supporting tools and processes (e.g., clinical audits) related to the provision of high-quality clinical care.
• Supervise regional and local teams, consultants, project facility health professionals and regional and district level government officials in the implementation and monitoring of project activities including to ensure that the project is working within the budget and attaining set targets.
• Provide leadership to regional and specialist teams working with the Project including overseeing the development of plans for overall flow of information and knowledge among: health facilities, Regional Program Officers (RPOs), Deputy RPOs, trainers and other obstetrician/gynecologist specialists and other members of the WLF team.
• Participate in the development and implementation of the information and communications technology (ICT) system (e.g., development of content and overall E-learning system and training of health professionals working at WLF project facilities).
• Collaborate closely with regional and district health authorities on the planning and implementation of technical and clinical activities as well as planning for sustainability and scale-up.
• Support partners at facility, district and regional levels to prepare timely submission of reports (including clinical audits), the development / revision of project specific work plans, and to track and share successes, challenges and lessons learned from the project’s efforts. Represent WLF-Tanzania in meetings, conferences and presentations.
• Develop and maintain excellent relationships with colleagues and donors within the country and region.
• Review and provide feedback on programmatic reports to be submitted to donors.
Requirements:
• Advanced Degree in obstetrics and gynecology with extensive program and clinical experience in Tanzania or similar setting.
• At least five years of mid- to senior-level experience mentoring, training and supporting health professionals providing obstetrics and gynecology services in Tanzania or similar setting.
• Demonstrated leadership, experience and technical competency in obstetrics and gynecology, with particular emphasis on pre-service, in-service and continuing medical education and training, curriculum development, supervision, monitoring, systems-strengthening and quality assurance and improvement (including criterion-based audits) related to comprehensive emergency obstetric care (CEmOC).
• Comprehensive understanding of maternal and reproductive healthcare, maternal mortality reduction, neonatal care, quality improvement, supportive supervision, continuing medical education, and information and communication technology (ICT).
• Demonstrated expertise in working with national, regional and district level government officials and policy makers.
• Excellent interpersonal skills; ability to establish and maintain relationships with project facility health professionals, government officials at the national, regional and district levels, regional WLF teams and WLF staff, partners and donors in-country and worldwide. Excellent writing and oral presentation skills
• Fluency in Speaking/Reading/Writing English and Kiswahili.
• Computer literacy: Microsoft Office (Word, Excel & PowerPoint), Internet. Ability to travel up to 30% of the time to project sites in rural Tanzania.
