Women’s Protection and Empowerment (GBV) Program Coordinator in Ethiopia

The Community Wellbeing Initiative (CWI)/Women’s Protection and Empowerment (WPE) Program Coordinator is responsible for providing overall leadership, guidance, management, coordination and technical support to the IRC Ethiopia’s overall CWI/GBV sector and specific field programs, lead efforts to better promote and coordinate GBV prevention and response efforts in refugee settings in Ethiopia.
Essential Functions
The CWI/WPE Coordinator will support CWI teams and programming in four field sites across the country (Assosa, Shire, Jijiga and Dolo Ado) through regular on-site technical support and monitoring visits and continuous remote support, to ensure that all program interventions are technically sound and appropriate in meeting the needs of GBV survivors and relevant for the specific contexts and communities. The Program Coordinator will support program implementation and quality enhancement efforts in current programming, and strategic growth for the sector. The CWI/WPE Coordinator will support country program efforts to integrate GBV and gender considerations into CWI and emergency response efforts.
Program Quality and Technical Oversight 1. In collaboration with CWI staff, the Deputy Director of Programs and the IRC Headquarter’s Technical Advisor for Women’s Protection and Empowerment, oversee the quality of design, monitoring and evaluation of CWI programming in Ethiopia. 2. Ensure that ethical and sound data collection and information management systems are in place for GBV analysis, planning, evaluation, and advocacy. 3. Assist in developing and managing program budgets in line with program priorities and intervention contexts and ensure an appropriate, timely and efficient use of resources, and that CWI projects comply with donor and internal requirements.
Sector Strategy and Program Development 1. Review, be familiar with, and where necessary, update the two-year strategic plan for CWI programming in Ethiopia (2011-2013), ensuring that it guides program expansion, capacity development, and programmatic needs. 2. In collaboration with the CWI program staff, contribute to program and budget design and development that reflects the sector strategy, and adapt approaches as the needs of the programs and sector evolve. 3. Monitor the sector strategy to ensure that future opportunities for programming and proposal development are aligned with the sector, IRC Ethiopia’s and the WPE Technical Unit’s strategic plans. 4. Actively contribute to the broader strategic planning processes in Ethiopia, ensuring that GBV interventions and related advocacy are included.
Staff Management 1. Mentor CWI staff through regular feedback; create, facilitate and support opportunities for practicing and applying skills, and oversee and contribute to their performance reviews as required. 2. Develop and ensure ongoing technical and management capacity building opportunities for program staff. 3. Develop and ensure execution of capacity building plans for CWI Program Managers and Officers. 4. Assist with the recruitment of CWI management-level staff.
Internal Coordination 1. Participate in IRC multisectoral planning and program design initiatives , providing guidance and technical support to sector-specific design and implementation to maximize safety of, and reduce risks to, women and girls. 2. Support opportunities to coordinate with other IRC sector staff to promote joint programming and other endeavors (e.g., trainings). 3. Support country program efforts to mainstream protection, GBV, and gender across IRC sectors. 4. Systemize effective communication among CWI management staff across field sites and between Addis Ababa-based team and field-based colleagues.
Representation and External Coordination 1. Actively develop and maintain effective working relationships with key stakeholders in Addis Ababa, including the Government of Ethiopia, UNHCR and other UN agencies, international and local NGOs, donors, and other relevant actors. 2. Support UNICEF and UNFPA in leading the GBV/Child Protection sub-cluster focused on emergency response in local community settings. 3. Support CWI staff to roll out and adapt interagency tools and initiatives (e.g., national Standard Operating Procedures, GBVIMS) across field sites while ensuring adherence to international best practices and the needs of specific contexts. 4. Represent the CWI program in Ethiopia through meetings with external stakeholders such as the government, UN staff, vistors, and donors, as requested or required.
This position reports to the Deputy Director for Programs.
This position directly supervises two Addis-based staff and provides technical supervision to 4 additional staff across field sites.
Requirements  MA/S or equivalent in health (MPH), social sciences, humanities or other related degree.  At least five years of overseas experience, including substantial management experience in GBV programming, including at least 2 years of experience in direct service provision for survivors of sexual violence and domestic violence, preferred.  Previous experience supervising and managing a multi-disciplinary team in a cross-cultural setting, including providing direct and remote technical support.  Previous experience in project management in conflict or post-conflict situations, preferably in emergency contexts.  Demonstrated experience in capacity building and mentoring of national and international staff.  Demonstrated ability to mainstream gender and protection into other sectors and to promote multisectoral efforts to prevent and respond to GBV.  Knowledge, skills and experience in participatory methods of community development and mobilization, and familiarity with SASA! preferred.  Demonstrated leadership, communication, and facilitation skills.  Ability to multi-task and manage simultaneously several different projects  Excellent interpersonal and problem-solving skills, flexibility and creativity.  Strong coordination, diplomacy and networking skills.  Experience in grant management and proposal writing.
Other:  Excellent written and oral English skills.  Excellent computer skills in MS Word, Excel, and PowerPoint.
Housing:
The Coordinator will have individual housing in Addis Ababa.
