Relief (LWR) seeks a Senior Finance Officer to be part of International
Finance Unit. The International Finance Unit is responsible for
providing operational and strategic financial management support for
LWR’s International Programs. The position works closely with LWR’s
departments on financial management, compliance, and capacity
strengthening issues as they relate to strategic objectives, programs,
overseas offices and partners.
The Senior Finance Officer will serve as the principal finance liaison for his/her assigned region (possibly Latin America or other region) and will provide other financial and grants management support to other departments as needed.
Duties:
Grant Management Support • Ensure that LWR costs directly chargeable to external grants are in compliance with the grant agreement and all applicable regulations, coded to grant general ledger account, and reported effectively to donors. LWR direct costs include those paid by LWR’s overseas offices; • Coordinate with Regional Directors, Associate Directors, Program Associates and Regional Representatives on financial aspects of grant proposal development and project implementation, monitoring, and reporting to donors; • In coordination with the Director of International Finance and Compliance Manager, manage financial pre-award screening protocol for subgranting of external grants. Provides training to LWR and subgrantee staff on financial assessments, United States Government (USG) and other donor regulations, and financial reporting related to external grants; • Ensure compliance with various US Government and other donor requirements and regulations, including those of LWR; • Monitor external grants for financial compliance of all applicable LWR policies and donor regulations. Work with appropriate staff as a resource as needed in preparation and submission of all financial reports required by external donors; • Process incoming financial reports (including electronic filing; printing; report review; desk audit as needed); record in writing any financial discrepancies or concerns resulting from report review, submit to Director of International Finance, and follow up with relevant staff and partners. Keep track of financial details related to grants, including fund transfer dates, transfer amounts, field expenditures, cost share expenditures, and LWR direct expenditures. Prepare fund transfers upon request and ensure that all related steps such as donor notification and filing of necessary back-up documentation are completed. Identify travel needs (monitoring or pre-award) and advise Director of International Finance and entire International Finance team.
Grant Acquisition Support • Represent International Finance in new business initiatives as it related to respective/assigned regions. This includes but is not limited to: - Develop cost applications; - Assist LWR partners and overseas offices in cost application development; - Create various budget templates to be easily adoptable to various donors; - Provide trainings on budget development; - Ensure LWR’s full cost recovery, incl. direct and indirect costs, are incorporated in all cost applications; - Provide guidance to relevant staff on budget development.
Financial Management Support (including internal controls) • Review and approve budgets for partners’ projects. • Coordinate relevant financial management training for International Program staff including budgeting, financial statement review, partner assessment, and partner monitoring.
• Work with Regional Directors and Deputy Regional Directors on financial management aspects of regional strategies and operational plans. • Conduct internal finance review of field offices and follow up on findings from the review. • Support the Director of International Finance with internal control assessments of assigned field office projects and partners. Monitor related corrective action plans, • Monitor field office/project cash advances to ensure optimal working capital management. Coordinate required fund transfers. • Provide effective oversight to ensure compliance with donor regulations, budgets, and LWR policies and procedures.
• Review and process overseas office financial activity into the HQ general ledger through the preparation of field journals. • Analyze regional office budget variances and perform general ledger analysis of regional office accounts. Coordinate resolution of outstanding finance issues with Regional Directors. • Analyze budget variances of Headquarters-based Funds, as required. • Review and approve wire transfer requests to regional offices and partners.
Qualifications: 1. Deep commitment to LWR’s core values and ability to model those values in relationships with colleagues and partners. 2. Experience with and commitment to working in a very diverse workforce. 3. Bachelor’s degree in a related field or the equivalent. A master’s degree is highly desirable. Three or more years in accounting and financial management with experience in non-profit accounting preferred. 4. Knowledge of US government grant-making rules and regulations is required. 5. Knowledge of US government contractual rules and regulations (e.g. FAR) is preferred; 6. Demonstrated ability to work effectively with local and/or international non-governmental organizations, community-based organizations, and other grassroots organizations. Two or more years working abroad preferred. 7. Demonstrated management skills in a multi-cultural context. Excellent interpersonal skills and ability to work with people of varied backgrounds. 8. Ability to develop and deliver effective training curricula regarding finance and administrative topics, especially for a non-finance audience. 9. Highly proficient in using general ledger, Word, Excel, Access, e-mail and web browser software. Demonstrated ability utilize new software applications effectively 10. Fluency in English with excellent verbal and written communication skills. Fluency in Spanish or French preferred. 11. Ability to travel internationally approximately 25% of time for periods 2-3 weeks at times.
