Program Manager Laboratory Systems Program , Zambia

Since 2002, the Clinton Health Access Initiative, CHAI (formerly the Clinton HIV/AIDS Initiative), has been assisting developing countries in implementing large-scale, integrated HIV care, treatment, and prevention programs.  CHAI is currently active in Africa, the Caribbean, Asia, and Eastern Europe.  In support of national HIV/AIDS programs, CHAI provides technical assistance, mobilizes human and financial resources, and facilitates the sharing of best practices across projects. CHAI has also negotiated agreements with leading pharmaceutical companies that have lowered the cost of HIV/AIDS and malaria diagnostics and treatment in the developing world by 30-90%.  Our ultimate objectives are to make high-quality HIV/AIDS and malaria care and treatment available to all who need it, and to partner with governments and other stakeholders to strengthen healthcare systems and develop sustainable strategies to overcome obstacles to scale-up. CHAI is currently seeking candidates for the position of Program Manager Laboratory Systems Program to work with the team in Zambia.

Responsibilities:

Work to ensure access to diagnostic services to all clients in need through evidence based interventions. Work with and liaise with Zambia’s MOH Laboratory unit. With a clear understanding of the national Laboratory landscape, assist Zambia’s MOH in the programmatic design of new initiatives. Ensure that quality improvement programs are established and maintained in order to assure the quality of HIV/AIDS Laboratory services. Conduct evidence data-based analyses leading to the identification of top laboratory system strengthening priorities. Facilitate the evaluation and introduction of new diagnostic technologies such as point of care (POC) diagnostics to improve access to HIV Laboratory services and treatment Undertake core budgeting and performance target setting activities that will work to optimize service delivery designs. Develop data management tools to help the MOH track key performance indicators and take operational decisions based on strong programmatic evidence. Address key shortfalls in pediatric and adult diagnostic services. Monitor the utilization patterns of pediatric and adult Laboratory services and advise both the MOH and CHAI of developing trends. Provide mentorship to Laboratory staff on pediatric and adult Laboratory diagnostic services. Assist the realization of the National Laboratory Strategic Plan goals. Maintain an up to date overview of Zambia’s Laboratory program to share with donors, management and staff. Provide support to other CHAI programs to ensure that the objectives and deliverables of the CHAI Zambia Access and Pediatric Programs are met. Meet all internal reporting requirements.

Qualifications:

University degree in Biomedical Laboratory Technology or equivalent Minimum of 2 years practicing experience in a health institution Licensed to practice in Biomedical Technology by a recognized Licensing institution Experience in working in an HIV/AIDS environment Experience in donor funding mechanisms Demonstrated analytical and innovative abilities Self-motivated and availability to work under the pressure Flexible and willing to travail as required Excellent communication skills Excellent verbal and writing communication skills in English A good knowledge of Word, Outlook, Internet access programs and Excel is required. Experience working with African governments and global health institutions will be a strong advantage Local candidates are strongly encouraged to apply.
