1.Background
The chamber of Tourism, which is the umbrella organization for the tourism and hospitality industry actors under the leadership of Private Sector Federation (PSF), was formed in 2006, with a mandate to promote and represent actors in tourism and hospitality industry. The chamber has been fortunate to receive a grant from Trade Mark East Africa (TMEA), to support the chamber upgrade the quality of hospitality services in Rwanda in order to meet the East Africa Community (EAC) Hotels and other tourists accommodations facilities standards This will contribute to a deeper integration of the Rwanda hospitality industry into the East African common market and, ultimately, to improve the economical and financial prospects for Rwandan businesses and individuals.
2.Objective of the consultancy
The chamber of Tourism wishes to hire the services of a certified consultant to conduct a qualitative study to identify causes of poor services and design a strategy for behaviour change interventions. Specifically, the consultant will:
- Develop a focus groups and in-depths interview protocol and research tools;
- Recruit focus group participants and interviewees;
- Conduct focus group discussions;
- Conduct in-depth interviews;
- Analyze data collected, interpret it and write report;
- Conduct a consultative workshop to present results and design a strategy with calibrated interventions;
3.Location and duration of the consultancy
- The consultancy location is in Kigali, Rwanda, with travels to all provinces outside Kigali city.
- The duration of the consultancy is 2 months from September to October 2012
4.Profile of the consultant
The scope and comprehensiveness of this study requires a team of qualified and experienced consultants;
Advanced university degree in the social sciences or related technical fields;
- The applicant should be registered as a professional consultant;
- Knowledge of the socio-cultural context of Rwanda;
- An experience of at least 3 years of professional experience in the field of research; especially in service industry. Knowledge of hospitality industry would be an added advantage;
- Proven ability to facilitate group discussions and be capable of synthesising people´s opinions;
- Ability to carry out a critical and objective analysis;
- Having track records in strategic planning;
- Excellent verbal and written communication in English and Kinyarwanda preferred. Proficiency in French would be an advantage;
- No extra payment will be done for extra work carried out arising from the Chamber of Tourism not being satisfied with the standard of delivered outputs. The consultants may be penalized in terms of the amount to be paid, if the required outputs are not delivered on the agreed target dates.
Eligible, qualified local, regional and international consultants are invited to submit their tender documents including detailed profiles of their firms, CVs of technicians with the required technical knowledge. The expression of interest must be submitted in the form of separated technical and financial proposals of consultancy services at PSF reception, Gikondo not later than 12th October 2012 at 3pm.
