Context
The Rwanda Development Board (RDB) is a Government institution tasked to spur the economic development of Rwanda through private sector development. The institution is recruiting a senior adviser attached to its Services development department.
This consultancy is open for individual consultants, to all nationalities and is funded by the African Development Bank.
Interested candidates must provide statements of capability and experience indicating that they are qualified to perform the services, description of similar assignments, experience in similar assignments, etc…).
The consultants will be required to work on a full time basis at the Rwanda Development Board in Kigali, Rwanda for a period of 24 months.
Roles
The scope of the technical assistance includes:
• Provision of strategic and technical advice to the Services department and RDB as whole with relation to the department’s goals, organisational structure, external and internal strategies and activities.
• Provision of direct support to the Services department/unit to effectively implement its strategies and deliver projects.
• Institutional capacity building of the department, including designing and establishing management and delivery systems and processes.
• Individual capacity building. This includes both formal training and on the job coaching and mentoring to the Head of the Department, Heads of the Divisions within the Department and other key staff members. It also includes advice on external training required and skills development strategy for the Department as a whole. The Department consists of 15 full-time staff.
Competencies
The expert should possess excellent professional and academic credentials and a proven track record of delivery and capacity building. The expert should possess the following education and professional experience and demonstrate the following professional experience, core competencies and specific expertise.
Professional experience
• 5-7 years of relevant professional experience in the field of service sector development, in particular financial services
• 2-3 years of senior management experience
• Experience of working with developing country governments to develop and implement programmes to develop services sectors, particularly financial servies sectors, highly desirable
Core Competencies
• Excellent analytical and strategy development skills to develop effective internal (within RDB) strategies and influence relevant external (outside RDB) development strategies and policies. Experience of working in a policy unit and strategy consultancy desirable.
• A proven track record of planning, managing and implementing projects and delivering results in challenging environments, particularly in developing country contexts
• A proven ability to coach, train and capacity build individuals, including people from different backgrounds and cultures and including senior managers
• Excellent stakeholder management skills with experience of working with both private sector and government institutions
• Excellent leadership and teamwork skills
• High levels of enthusiasm, resilience, and a can-do attitude
Specific Expertise
• Detailed knowledge of strategies to develop services sectors in developing countries - at both the policy and the individual business strategy levels.
• Knowledge of increasing private sector involvement and investment in service sectors in developing countries.
• Knowledge of financial (insurance, banking) services sectors highly useful.
Package
Remuneration will be competitive within the international consultancy and will include provision for flights.
