Qualifications 1. Experience: Three to five years experience in international humanitarian and development programs.
Education: University graduate in international development studies or other relevant qualifications.

Professional skills: Experience in developing successful proposals to USAID, US Department of State and other major institutional donors. Proven track record of program development and securing funds. Excellent oral and written communicator. Strong facilitation skills. Proactive and flexible work style. Capable of identifying and responding to shifting priorities. English will be the main working language; knowledge in French would be an asset. Experience with and commitment to working in a very diverse workforce. Ability and affinity for working in teams. Ability to travel in the region at short notice.

PD/KEN/1215 POSITION DESCRIPTION for the post of REGIONAL PROPOSAL & MONITORING COORDINATOR of the Lutheran World Federation, Department for World Service (LWF/DWS)
Regional Support Unit, East/Horn/Central Africa __________________________________________________________________________ The Regional Proposal & Monitoring Coordinator of the (new) LWF/DWS Regional Support Unit, based in Nairobi, Kenya shall be responsible to and report directly to the Resource Mobilization Officer (RMO) in Geneva for programmatic matters and to the local LWF/DWS Kenya/Djibouti Country Representative in Nairobi for administrative matters.
His/her main duties shall include the following:
- Proposal Process (Identification, Development and Submission)
• To identify specific funding opportunities (upcoming calls) through necessary research and prioritize proposal development support to agreed programs (preparedness and readiness to respond).
• To lead and/or coordinate the submission/response to calls process (primarily in the region but on occasions as agreed to other regions).
• To provide timely hands on support to develop high quality concept notes (also for project bank) and proposals in response to calls (quality and timely submissions).
• To conduct the necessary research to support the technical content of concept notes and proposals.
• To carry out field visits, meetings and workshops with staff, necessary to develop and finalize the proposal (including the budget).
• To maintain proper records and electronic filing systems of all drafts and final submissions and approved proposals.
• To ensure that all rules and regulations required by the donor are adhered to and included in the proposal.
• To finalize, package and submit proposals according to donor specifications and deadlines and LWF quality standards.
• To coordinate the hand-over of successful awards to the relevant implementing team in the Country Programs.
• To ensure quality, compliance and consistency in proposals (between country programs).
• To carry out any other proposal development tasks as needed and requested by the RMO.
- M & E / Reporting • To carry out monitoring visits and provide support to those programs implementing grants (approved in 1 above) through reporting, regular communication with field staff and monitoring trips • Ensure that there are effective M & E systems in place throughout the life of the grant and provide capacity building & follow up support to field staff,
• Ensure that the donor requirements for monitoring and reporting are met, and provide the necessary timely support to programs to ensure this.
• To work closely with the Compliance Officer to ensure that there are effective systems & procedures in place to ensure compliance with donor rules and regulations and LWF policies and procedures.
- Capacity Building • To plan and facilitate training workshops with staff in country programs in order to improve their skills on the proposal development process and effective monitoring and reporting.
